Bolton-Est has been working since 2018 on an innovative residential development project that will offer affordable housing on the site of a former sand pit. The 72-acre site, acquired by the municipality, is located behind Terrio Park.
In April 2024, Solutions Immobilier Solidaire (SIS) presented the public with a proposal for the development of the area. The proposed business model is a social utility trust (SUT), which maintains housing affordability.

Other municipalities in the region have expressed interest in this management model. Discussions are currently underway between various players in the MRC to expand the project to a regional scale.
Bolton-Est's demographic growth over the past 15 years has been marked by a massive influx of young retirees seeking tranquility and nature, as well as an intense community life.
This influx of older people, combined with the aging of the local population and the departure of younger people, has led to an increase in the average age of the population. Hence the desire to attract a new, younger clientele.
In 2020, the Municipality was assisted by students from the Université de Sherbrooke in carrying out preliminary studies aimed at defining concepts for an innovative and affordable development project to enhance the site.

“Rehabilitating a sand pit into a residential neighbourhood: a sustainable development action plan” to the Federation of Canadian Municipalities (FCM).
Committees of citizens, elected officials and municipal employees have worked on the project over the years.
