Permit applications
In Bolton-Est, as in all municipalities, it is mandatory to obtain a permit or certificate of authorization to carry out certain types of work.

The complete list of permits and certificates of authorization required by the Municipality of Bolton-Est is available on our Citizen Portal. You can fill out an application online and attach all the required documents.
Note that payment is made upon receipt of the permit or certificate.
Please allow 30 days following submission of ALL documents required for issuance of the permit or certificate of authorization.
*It is strongly recommended that you consult a municipal inspector BEFORE purchasing a property, starting work or incurring expenses for a project.

Building permit
What types of work require a permit?
Anyone wishing to build, modify the interior or exterior of a building affecting its walls or structure, or to enlarge or add to a building, must first obtain a permit.
What documents do I need to submit an application?
- Completed permit application form.
- A site plan for a main building showing :
- the entire lot in question;
- location of turning area;
- the location of the access road;
- location and number of parking spaces;
- the percentage of slopes between the main building and the road right-of-way;
- location of a pathway or stairway;
- proposed buildings.
- dimensions, shape, area and grades of lot and building to be erected;
- subject to the building inspector's approval, the site plan must be prepared by a land surveyor.
- Plans, elevations, sections, sketches and specifications required for a clear understanding of the project. These plans and specifications must show all the details required by municipal by-laws, as well as the uses of the building and the land. In the case of main building construction, plans and specifications must be signed by a recognized professional or technologist attesting to their compliance with the National Building Code.
- A copy of the construction plan in paper format to scale, as well as a plan in PDF format.
- The Régie du bâtiment du Québec registration numbers of the contractors carrying out the work, if applicable.
How much does a building permit cost?
For a new construction or building addition
For an accessory building whose main use is agricultural or residential: $50.00 plus $5.00 for each $5,000 of work value.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
For a main building
For a main building whose main use is agricultural or residential: $300.00 plus $10.00 for each $50,000 of work.
Secondary building: $150.00 plus $10.00 for each $50,000 of work.
In all other cases: $500.00 plus $10.00 for each $50,000 of work.
For any building conversion or extension
For an accessory building whose main use is agricultural or residential: $40.00 plus $10.00 for each $5,000 of work.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
For a main building whose main use is residential (without the addition of a dwelling): $50.00 plus $10.00 for each $5,000 of work.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
Permit renewal
The cost of renewing a building permit is set at 50% of the cost of the initial permit, to a maximum of $125.00. The inspector has 30 days to issue or refuse the building permit. This period runs from the date on which the inspector has received all the documents required by the present by-law.
A building permit may be renewed only once.
Validity
A building permit is valid for 12 months from the date of issue. A building permit lapses if the work for which it was issued has not begun within six months of the date of issue.
All changes to plans and specifications and all modifications during construction must be approved by the inspector. A fee of $50.00 may be charged, depending on the extent of the modification.
Subdivision permit
Who needs this type of permit?
Anyone wishing to carry out a cadastral operation must first obtain a subdivision permit. The cost of this permit is $25 for each lot resulting from the cadastral operation.
The application for a subdivision permit must be accompanied by a plan prepared by a land surveyor showing the cadastral operation, as well as the other documents required by the subdivision by-law.
What documents do I need to submit my application?
Important: Applicants for a subdivision permit must submit a copy of a paper plan to scale, as well as a plan in PDF format showing:
- existing lot lines;
- the alignment and right-of-way of any proposed street, as well as any existing street with which a proposed street communicates;
- proposed lot lines and approximate lot area and dimensions;
- any existing or proposed easements;
- date, north, scale, applicant's signature and surveyor's signature.
If the permit application is related to a subdivision project requiring the construction of a new street, the cadastral operation plan must be accompanied by documents showing:
- the profile of the proposed street;
- natural features such as watercourses, lakes, wetlands, wooded areas;
- space reserved for parks and playgrounds, as well as the surface area of these spaces. These must be shown as separate lots from all other spaces included in the plan.
Good to know:
All new land subdivisions are subject to a municipal contribution on park and playground funds. The owner must meet one of the following conditions:
- Transfer free of charge or agree to transfer free of charge to the Municipality a parcel of land equivalent to 10% of the area of the site which, in the opinion of Council, is suitable for the establishment or enlargement of a park or playground or for the maintenance of a natural area;
- Pay the Municipality a sum of money equivalent to 10% of the value of the site;
- Transfer part of the land and pay a sum of money. The total of the value of the land ceded and the sum paid must be equal to 10% of the value of the site.
The contribution is determined on the basis of the value or surface area of the site involved in the cadastral operation.
The Council has full discretion to decide whether this royalty is payable in cash or in land.
For a subdivision project involving several lots, a meeting with the inspector is required. It is important to have all required documents with you at this meeting.
For a development project involving a new street and more than three lots, a developer's agreement is required and must comply with the provisions of by-law 2014-262.
Building repair or renovation
Fee: $30 for 3 months
Documents to be provided:
- A plan or sketch indicating the site and its dimensions, as well as the nature of the repairs covered by the application. Plans, elevations, sections, sketches and specifications showing all the details required by the zoning or building by-laws, as well as the uses of the buildings and the land.
- an estimate of the cost of the planned work.
* Many maintenance, repair and renovation projects do NOT require a certificate of authorization.
Tree felling
Construction, repair, or modification of a septic system
Rate: $75 for 8 months
Documents to be provided:
- A report including a plan prepared by a specialized firm providing the information required by Q-2, r.22;
- A report of the soil percolation analysis (soil percolation test);
- A report provided by the contractor indicating that the work complies with Q-2, r.22 and containing photos taken before backfilling. This report must be submitted to the Municipality within 30 days following the completion of the work.
Installation of a groundwater catchment system (well)
Rate: $25 for 8 months
Documents to be provided:
- Identification of the applicant: name, first name, and address of the owner and, if applicable, name, first name, and address of the duly authorized representative.
- A description of the groundwater catchment system to be installed and its capacity.
- A plan prepared by a specialized firm indicating:
- The distances separating the proposed catchment system from the sealed and unsealed wastewater treatment systems of the owner and neighbors;
- The distances separating the proposed catchment system from adjacent cultivated plots;
- The location of the proposed catchment system in relation to flood zones with recurrence intervals of 0-20 years and 20-100 years;
- Existing catchment systems to be sealed.
Within 30 days following the completion of the work, a report conforming to the presentation model provided by the Ministry of Sustainable Development, Environment, and Parks must be submitted to the Municipality. This report must certify that the work complies with the standards set out in the Groundwater Catchment Regulation.
The compliance report must include, among other things:
- A description of the drilling site;
- Identification of the intended use of the captured water;
- A detailed description of the drilling carried out and the catchment system installed;
- A list of all geological materials encountered and their thickness;
- The result of the flow test performed on tubular wells as required by Article 19 of the provincial groundwater catchment regulation.
In addition to the previous provisions, a request for the installation of a groundwater catchment system in the RUR-5 zone must include a plan indicating the piezometric level of the aquifer prepared by an engineer, hydrogeologist, or geologist.
Porches & Decks
Fee: $30
Documents to provide:
- Location plan showing the scale of the structure, lot lines, and all other elements on the property
- Plans and details of the structure
Installation of a fence or hedge
Rate: $25 for 6 months
Documents to be provided:
- Identification of the applicant: name, first name, and address of the owner and, if applicable, name, first name, and address of the duly authorized representative, as well as the name of the contractor;
- All characteristics related to the fence: height, type of fence, materials, color, boards, panels, or other constituent elements of the fence, spacing between the boards, etc.;
- A site plan indicating the location of the fence or hedge, the location of buildings, and the boundary of the land;
- For the installation of a shared fence or hedge (installed on the lot line), the applicant must obtain written authorization from both concerned property owners.
Installation of a pool or spa
Rate: $25 for 6 months
Documents to be provided:
- Identification of the applicant: name, first name, and address of the owner and, if applicable, name, first name, and address of the duly authorized representative, as well as the name of the contractor;
- A site plan indicating the location of buildings, the pool, the fence, electrical wires, the boundary of the land, and the dimensions.
Short-term rentals
In Bolton-Est, short-term rentals of your principal residence are possible for:
- A minimum of 7 consecutive days;
- A maximum of 7 weeks per year.
Please note: An application must be submitted to the Municipality to obtain a certificate of authorization. You must also register your establishment with the Corporation de l'industrie touristique du Québec (CITQ).
What steps do I need to take?
- Make sure that the place you wish to rent is your principal residence. Proof of residency will be required.
- Make sure that your septic system complies with the requirements of your rental property. You'll be asked to provide a certificate prepared by a professional.
- Complete the municipal attestation form and the certificate of authorization application form and return them to batiment@boltonest.ca, along with proof of residence, the septic system attestation and payment of the application fee.
- Once we've confirmed that your application is in order, you can proceed with your registration with the CITQ.
- Once you've registered your home with the CITQ, send it to batiment@boltonest.ca. We'll contact you when your certificate of authorization is ready to be picked up at Town Hall.

Landscaping work, cut or fill and retaining wall construction
Fee: $50 for 6 months
Documents to be provided:
- a site plan showing the location of buildings, trees, retaining wall and lot line;
- a landscaping plan including paths, low walls and shrubs;
- a sketch illustrating the length and height of the retaining wall, approved by a professional in the field when the retaining wall is between 1 m and 2.13 m high.
- an engineer-approved plan for retaining walls higher than 2.13 m.
Culvert or access construction
Fee: $30 for 3 months
Documents to be provided:
- precise identification of current land use.
- a site plan showing driveways, width of access road to property, depth of ditch where culvert is to be installed, diameter, length and type of culvert, property limits and location of watercourses.
Change of use or destination of a building
Fee: $50 for 12 months
Documents to be provided:
- Precise identification of the current and proposed land use after the change of use or destination of the building in question, as well as the surface area of the space occupied by the use;
- A site plan showing driveways, parking spaces, signs (with dimensions), buildings, lot lines and waterways.
Construction or repair of a dock, platform, walkway, path on stilts
Rate: $30 for 3 months
Documents to be provided:
- A plan or sketch indicating on the site the location of the constructions, dimensions, distances from lot lines, and the nature of the construction or repairs targeted by the request;
- An evaluation of the cost of the planned work.
Construction, installation, modification, and maintenance of a sign
Rate: $25 for 3 months
Documents to be provided:
- Identification of the applicant: name, first name, and address of the owner and, if applicable, name, first name, and address of the duly authorized representative;
- A plan or sketch indicating:
- The dimensions of the sign and the exact area of its largest face;
- The height of the sign;
- The net height between the bottom of the sign and ground level;
- The description of the structure and the method of fixing the sign;
- The colors and type of lighting.
- A location plan showing the position of the sign in relation to buildings, property lines, and street lines;
- Plans, elevations, sections, sketches, and specifications indicating all details required by zoning and construction regulations.
Demolition of a building
Rate: $40 for 2 months
Documents to be provided:
- Identification of the applicant: name, first name, and address of the owner and, if applicable, name, first name, and address of the duly authorized representative.
- Precise identification of the current land use and the proposed use following the demolition of the construction.
- A photograph of each elevation of the building to be demolished in .jpg or .pdf formats.
- Precise identification of the method used for the demolition and the use of debris after the work.
- A scaled plan showing:
- The boundary of the targeted land and its cadastral identification;
- The location of the part of the land to be affected by the proposed works;
- The location of all watercourses, marshes, and existing woodlands on the targeted land or on adjacent land;
- The ground projection of each existing building on the targeted land;
- The boundary of any street right-of-way.
Work on riverbanks or coastlines, artificial lakes or ponds
Rate: $75 for 6 months (fill and excavation) + $25 for 6 months (renaturalization)
Documents to be provided:
- A scaled plan showing:
- The boundary of the targeted land and its cadastral identification;
- The location of the part of the land to be affected by the proposed works;
- The location of all watercourses, marshes, and existing woodlands on the targeted land or on adjacent land;
- The ground projection of each existing building on the targeted land or on adjacent land;
- The boundary of any street right-of-way;
- The profile of the land before and after the completion of the proposed works;
- Easements on the land;
- The high water mark.
For a request for a certificate of authorization for works intended for the development of an artificial lake or pond:
The applicant must ensure to obtain all required authorizations from various organizations or ministries and provide a copy of the certificate of authorization, if applicable, issued by the Ministry of Sustainable Development, Environment, and Parks of Quebec.
For a request for a certificate of authorization for a forestry drainage network:
The applicant must provide a scaled plan of the proposed network, showing the existing drainage class, and all details required for a proper understanding of the works.
For planting works on the bank aimed at renaturalization:
The applicant must provide a specific renaturalization plan as well as a list of trees, shrubs, and perennials that will be planted.
The types of equipment and machinery used on the bank must be pre-authorized by the Municipality.
