In Bolton-Est, as in all municipalities, it is mandatory to obtain a permit or certificate of authorization to carry out certain types of work.

Note that payment is made upon receipt of the permit or certificate.

Anyone wishing to build, modify the interior or exterior of a building affecting its walls or structure, or to enlarge or add to a building, must first obtain a permit.
For an accessory building whose main use is agricultural or residential: $50.00 plus $5.00 for each $5,000 of work value.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
For a main building whose main use is agricultural or residential: $300.00 plus $10.00 for each $50,000 of work.
Secondary building: $150.00 plus $10.00 for each $50,000 of work.
In all other cases: $500.00 plus $10.00 for each $50,000 of work.
For an accessory building whose main use is agricultural or residential: $40.00 plus $10.00 for each $5,000 of work.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
For a main building whose main use is residential (without the addition of a dwelling): $50.00 plus $10.00 for each $5,000 of work.
In all other cases: $100.00 plus $10.00 for each $5,000 of work.
The cost of renewing a building permit is set at 50% of the cost of the initial permit, to a maximum of $125.00. The inspector has 30 days to issue or refuse the building permit. This period runs from the date on which the inspector has received all the documents required by the present by-law.
A building permit may be renewed only once.
A building permit is valid for 12 months from the date of issue. A building permit lapses if the work for which it was issued has not begun within six months of the date of issue.
All changes to plans and specifications and all modifications during construction must be approved by the inspector. A fee of $50.00 may be charged, depending on the extent of the modification.
Anyone wishing to carry out a cadastral operation must first obtain a subdivision permit. The cost of this permit is $25 for each lot resulting from the cadastral operation.
The application for a subdivision permit must be accompanied by a plan prepared by a land surveyor showing the cadastral operation, as well as the other documents required by the subdivision by-law.

All new land subdivisions are subject to a municipal contribution on park and playground funds. The owner must meet one of the following conditions:
The contribution is determined on the basis of the value or surface area of the site involved in the cadastral operation.
The Council has full discretion to decide whether this royalty is payable in cash or in land.
For a subdivision project involving several lots, a meeting with the inspector is required. It is important to have all required documents with you at this meeting.
For a development project involving a new street and more than three lots, a developer's agreement is required and must comply with the provisions of by-law 2014-262.

Within 30 days following the completion of the work, a report conforming to the presentation model provided by the Ministry of Sustainable Development, Environment, and Parks must be submitted to the Municipality. This report must certify that the work complies with the standards set out in the Groundwater Catchment Regulation.

The applicant must ensure to obtain all required authorizations from various organizations or ministries and provide a copy of the certificate of authorization, if applicable, issued by the Ministry of Sustainable Development, Environment, and Parks of Quebec.
The applicant must provide a scaled plan of the proposed network, showing the existing drainage class, and all details required for a proper understanding of the works.
