The Municipality of Bolton-Est offers a number of financial assistance programs and grants to support its citizens in various fields. Find out how these programs can help you realize your projects while contributing to the sustainable development of our community.
Municipal Contribution Program
The municipal contribution program defines the terms and conditions of the financial support offered by the Municipality to help its citizens cover the costs associated with various health- and family-related activities. The program is designed to reduce residents' expenses while promoting their well-being and that of their families.
The program provides partial reimbursement of expenses related to:
- registration for recreational activities
- summer day camp registrations
- requests for medical accompaniment
- purchase of cloth diapers

Sports and cultural activities
For requests for medical assistance and the purchase of cloth diapers, simply send proof of purchase (invoice) and proof of residence to communautaire@boltonest.ca.
Accès-Loisirs Program
The Accès-Loisirs program is a provincial initiative designed to make sports, cultural and outdoor leisure activities accessible free of charge to people aged 0 to 99 living on low incomes, in collaboration with local partners.
It offers:
- Free access to intermunicipal leisure activities during the September, January and March registration periods;
- Free access to events and shows through ticket draws during the year (Club La Missisquoise, Coop du Grand-Bois, LAPÉA, Le Rucher, etc.).
How to get access
To register for activities and fill out the cultural form, you must reside in one of the six (6) participating municipalities (Austin, Bolton-Est, Eastman, Potton, Stukely-Sud, St-Étienne-de-Bolton) and present yourself at one of the service points with your proof of income (examples: income tax return (Notice of Assessment), pay stub, claim booklet (social assistance recipients) or any other document indicating your income). Availability of activities depends on places offered by partner leisure organizations.

Septic system replacement assistance program
The Municipality of Bolton-Est has set up an assistance program for citizens who need to repair or replace an obsolete or non-compliant septic system.
Assistance covers the following costs:
- professional services, which may include, among other things, a characterization study of the site and natural terrain;
- construction or repair work;
- issuing a certificate of compliance.
Subject to certain conditions, it provides a cash advance of up to $30,000, repayable over a 20-year period.

Other financing available
Tax credit
The Québec government offers a tax credit to owners of isolated residences who wish to upgrade their septic systems. For tax years 2023 to 2027, the credit can be up to $5500, depending on the type of building.
Subsidy for the purchase of a green cone or domestic composter
In order to encourage the acquisition of a biodigester (green cone) or a domestic composter, the Municipality of Bolton-Est offers a subsidy to its citizens in the form of a cash rebate.
The subsidy granted by the municipality is :
- 50% up to a maximum of sixty dollars ($60) for the purchase of one (1) domestic composter
- 50% up to a maximum of sixty dollars ($60) for the purchase of one (1) domestic biodigester.
The grant is available to residential property owners and permanent residents only.
A subsidy may be granted for one (1) domestic composter and one (1) domestic biodigester per residence every five years.
How to apply
To benefit from this subsidy, you must:
- Complete an application form
- Attach a copy of your proof of purchase*.
- Attach a photo of your installed biodigester or backyard composter
* The invoice must include : Name and contact details of retailer; Date of purchase; Confirmation number for Internet transactions
The request must be made within six (6) months of the biodigester or backyard composter purchase.
Support for organizations Program
The Municipality of Bolton-Est is actively committed to improving the quality of life of its citizens through the allocation of budgetary funds, grants and donations.
The contribution of community organizations, citizens and citizens' groups is recognized as essential to the vitality and dynamism of our living environment. By providing concrete support for local initiatives, we aim to create a more prosperous and harmonious environment for all.
Eligibility criteria
Applicants wishing to receive financial assistance under our Policy to Support Municipal Organizations and Committees must meet the following criteria:
- be located on the territory (Memphrémagog MRC or neighbouring MRC);
- be able to attest to project funding, where applicable, from sources other than the present policy;
- be a legally constituted non-profit organization or a recognized municipal committee.
How to apply
To apply for financial support, simply fill out the application form and submit it before October 1 of the year preceding the year for which the application is made.
Allocation of amounts
Applications will be evaluated by the municipal council and the cultural and community development committees in accordance with our Policy on support for municipal organizations and committees. Amounts will be paid in April of the year for which the application was made.

Financial assistance for environmental projects
The municipality of Bolton-Est has set up a financial assistance program for organizations working to protect the environment. This program subsidizes various activities aimed at preserving and improving the environment on its territory. Applications are made in the fall of each year for the following year.
Types of projects accepted
Projects must fall into one of the following categories:
- construction
- repair or maintenance of a common work related to environmental protection
- environmental feasibility study
- concrete direct action to protect the environment
- environmental quality monitoring
- land protection
- public information and awareness
Evaluation criteria
- Project location and impact within and outside municipal boundaries
- Involvement of the applicant in the project, either through a financial contribution and/or the participation of volunteers or staff
- Involvement of local citizens, institutions or businesses in the project
- Number of people directly benefiting from the project's success
- Applicant's experience in the success of previous projects with the municipality
- Project results must be measurable and quantifiable
- Contribution to sustainable development
- Well-structured, detailed project
- Based on local specificities
- Contributes to citizens' quality of life
- Meets community needs
Please note that the Municipality may contact the applicant for further details during the project evaluation process, which is carried out by the Municipality's Advisory Committee on the Environment (CCE).
Response time
The Municipality will contact each applicant at the beginning of the following year and inform them of the projects accepted or the reasons for refusal, as the case may be. In the case of acceptance, the letter will indicate the amount granted and the conditions of the grant, if any.
Accountability
The Municipality requests that a summary of the project's progress be submitted by October 1 of the year for which the grant is awarded. This summary must show the results obtained and expenses incurred up to that date.
The final summary and invoices must also be sent to the Municipality by November 15 of the same year. Upon acceptance of this report and the invoices or other supporting documents, payment of said invoices will be made within a period prescribed by the Municipality. Payment will be made in part or in full, according to the conditions set out in the letter of agreement.
