HIGHLIGHTS
OF EAST BOLTON’S JULY 5TH, 2010 REGULAR COUNCIL MEETING  

The mayor, five councillors seated at the meeting in front of three members of the public.

Environment & Urbanism

Following the public consultation meeting held before the regular council meeting, five by-laws were adopted to modify the urbanism by-laws of the municipality. In general, these modifications were intended to change the dispositions related to fines and penalties increasing the minimum amount of fines. These modifications became necessary since perception costs were higher than the related revenues.

The zoning by-law has also been modified, prohibiting in all areas within the Bolton Centre and South Bolton urbanization perimeters, the development of a lake or pond with the exception of a retention basin for specific cases. The by-law was also amended to allow private facilities on stilts allowing access to the shoreline in wetlands.

By-law #71 concerning minor derogations was modified to impose fees of $50 to study each request.

Infrastructures

In regards of the ditching and culvert replacement project on Bellevue Rd., Council authorized the purchase and payment of materials and accessories for an amount not exceeding $1000. Note that this project will be submitted as part of a grant to be received from the TECQ (transfer of the gasoline excise tax – Quebec contribution) program.  

Mayor’s Intervention

The Mayor discussed various subjects that were brought to his attention since the last Council meeting including these:

  • Residential Diagnostic Campaign - Hydro-Quebec: The municipality already reached 50% of its objective. The campaign ends on October 11. Beginning July 10 until the end of august, representatives of Hydro-Quebec will be going from door to door to incite owners to complete their questionnaire which also may be completed on Internet (see the address on our website).
  • Western Sector Mayors’ Meeting: Mayors discussed the necessity to organize the Missisquoi Nord River Sector in a drainage basin. All of them are willing to share external specialized resources such as RAPPEL, CRÉE, etc., for various cases. Township of Potton’s Mayor offered to share a resource in conjunction with the Katimavik program for free during 2011.

RCM’s Report

Chemin des Cantons: The Mayor participated in an information day on that matter on June 16 in Bury. The municipality strongly wishes to be included in the Chemin des cantons circuit, especially since the recent successful unveiling of the patrimonial circuit « Bolton-Est : Two Villages, One Story » in Bolton Centre and South Bolton.
