HIGHLIGHTS
REGULAR COUNCIL MEETING – SEPTEMBER 6TH, 2011
Mayor, five councilors and eleven citizens present.
The Council:
Administration
- Agreed to serve as a step in the «Chemin des Cantons» for the next five years (2012 -2016) at an annual
cost of $1,000;
- Support the application for an insurance proposal for the nonprofit Association de conservation des
vallons de la Serpentine de Bolton-Est to the Union of Quebec Municipalities;
- Approved the membership of the Townshippers Association at a cost of $35 per year;
- Approved a call for tenders for snow removal around City Hall, the four dry hydrants and Terrio Park.
Environment / Land Use Planning
- Adopted the rule 2011-245 called rule 2011-245 on fences / zoning, amending the permit and certificate
rule number 156;
- Adopted the rule 2011-244 called rule 2011-244 on fences/ permits and certificates amending the rule of
permits and certificate number 156;
- Granted 15 Lake Nick Road, the minor derogation conditional that the applicant conforms to the
conditions set out by the CCU, except for the certificate of location, which must be a certificate of
implantation;
- Granted to 10 Baturyn Street, the minor derogation under the following modified conditions: That the
owner will have obtained the required construction permits for the construction of a single family
residential dwelling, that the required permits must be issued before August 12th, 2012 so that the validity
of this exception be granted and the construction of this workshop be respected by a minimum of 10
meters from the street;
- Granted to 6A Fontaine Road, the request for a minor derogation under the following conditions: That the
applicant provide a certificate of location;
- Granted to the CCU an analysis of the CCE’s proposal to include the regulation of a waste management
plan for developers;
- Accepted the CCE’s recommendations on the procedure for granting subsidies to associations dedicated
to the environment;
- Requested an analysis from the administration for the purchase of recycling bins for the entire municipal
territory;
- Requested that call for tenders be launched for waste collection for the period of January 1st to December
31st, 2012.
Culture and Heritage
- Councilor Breton commented that the Bolton Festi Blues took place last August 27th and that a report will
be presented at the next meeting in October. Mrs. Breton added that approximately 200 people
attended.
Public Security
- Mr. Paul Robitaille’s fire report was received for the month and council took note.
Infrastructure
- Authorized the extension of a casual employee contract for roads for the amount of $2,800 in 2011;
- Granted the repairs to a section of Bellevue Road to Excavations Guy Ethier Inc. for the amount of $29,180
plus taxes for the purchase of materials such as gravel, labour and necessary equipment. And to
Tarraquavi the amounts of $2,566.18 plus taxes (work structure) for the purchase of geo wires and geo
textiles;
- Mandated to Mr. Leo Beaudoin the inspection and maintenance of the geodesic network for the years
2012 to 2017.
Mayor's Report
- High Speed Internet: answer forthcoming from Mamrot to confirm the eligibility of Xittel’s offer;
- Web Site – Set-up foreseen for November
- Katimavik – to return in September;
- Texts – Aperçu – Appeal to interested citizens to lend a hand for corrections;
- Wedding – September 9th, 2011;
- Various letters to citizens;
- Cadastral Reform: Deadline – September 9th, 2011
- Meeting held with NDP Deputy Pierre Jacob;
- Lac-a-L’Épaule Municipality – August 16th. Following the works from June 14th on the larger municipal
lines.
MRC Report
- Waste management data – Report to come in October;
- Water fund management;
- Rural Pact – information meeting September 13th at 7 p.m.

Questions and comments were addressed to council regarding the following topics.
This list is not necessarily limited to:
Public Road File (Lake Nick Sector):
- Mr. Lacasse opposes the name change of a private road where he is a co-owner. According to him creating
a new name would cause change of addresses for all owners. The mayor informed him that steps had
been taken with the fire department in order to find a satisfactory solution without otherwise neglecting
public security.
Rule for private entrances (driveways):
- Mr. Larochelle posed a question about private driveways that are not perpendicular to the street.
According to him these driveways are dangerous. The mayor replied that there are no rules to this effect.
It is worrisome and the council will analyze the situation.
Recreation: Family Support Policy:
- Mrs. Glover said that the costs to send her son to Magog are high. The Mayor replied that there is no
formal agreement between the municipality and the Town of Magog, but that just the same, the
municipality refunds up to a maximum of $250 per family.
Traffic study on Highway 245:
- Mr. Gervais wanted to know if the results of the Sûreté du Quebec’s study were available. The mayor said
that the results will be available by the end of September.
Private Roads: Letters sent to citizens:
- Following receipt of a letter from Mr. Labonville dealing with the specific problem on Fontaine Road, the
mayor addressed this and proposed a meeting with all concerned parties including the fire chiefs of Austin
and Eastman. Mr. Labonville agreed to participate at this meeting which would be set as quickly as
possible.
Lac-a-L’Épaule: (town planning session):
- Mr. Gervais questioned the mayor of the costs related to Lac-a-L’Épaule that were held outside the City
Hall. The mayor said that the cost was $125 which is minimal to accomplish resultant works.
Dry Hydrants on Fontaine Road:
- Mr. Theoret requested council to analyze the possibility of installing dry hydrants on Fontaine Road.
Councilor Piché indicated that the dry hydrants file was under study that the installation of new dry
hydrants would be made progressively over the upcoming years.
Belleview Road: Survey of Mrs. Bricault’s property:
- The latter informed council that the file has dragged out over 4 to 5 years so she wanted to know when
the survey work of her property will finally be done. The mayor will check the situation following the
return of the Interim Director General’s from her vacation.
