HIGHLIGHTS OF THE SEPTEMBER 8TH, 2009 COUNCIL MEETING

The Mayor, 5 councillors and 8 citizens were present.

Heritage and Culture
Mrs Ginette Breton gave a summary of her committee’s upcoming projects: a Christmas market which could be held on November 28th and 29th where Christmas trees and local arts and crafts would be sold. She also mentioned an evening of astronomy which would take place on October 22nd. Concerning the “History in Images” project, the descriptive plaques will be put up within the next few weeks in front of heritage buildings on the territory of the municipality. The cost of this aspect of the project will be paid for by sponsors, who have contributed a total of $6 000 to the cause.

Infrastructure Committee
The committee met on August 5th, mainly to discuss the municipal 5-year infrastructure plan. It was recommended that Bellevue Road be one of the priority municipal roads for work to be carried out on. There was some reflection on the idea to link Bellevue Road to the rest of the municipality. The committee also met on September 2nd to evaluate the bids submitted for the snow removal contract.

PRINCIPAL RESOLUTIONS
Some funds were allotted to help pay for this year’s Village Fest, which will inaugurate the new structure in the park on Terrio Road, on September 13th. Invitations were sent to all citizens, as well as citizens of our neighbouring municipalities. The Mayor reminds everyone that the structure in the park was paid for out of a special obligatory fund in the budget which is exclusively reserved for the creation of parks, as well as by a grant from the MRC’s Rural Pact program.

After going through the public consultation process, the Municipality is abandoning the procedures to modify the Comprehensive Development Plan for “Entre cimes et racines”.
The company R.T.D. has been awarded the three-year snow removal contract for the municipality’s public roads.

MAYOR’S REPORT
The Mayor gave an update of the MRC’s high speed internet situation, and reminded those present of the municipality’s position, especially pertaining to the Town Hall’s access to high speed. The municipality has furthermore not foreseen any funds in the budget to subsidize individuals who wish to have access to high speed internet this year, and does not wish to presume the position of the new Council.

The municipality made donations to the North Missisquoi Volunteer Action Centre, as well as to the BMP Foundation for the breast cancer walk.

The Mayor announced that a public consultation will be held regarding the municipality’s sustainable development policy.

OTHER BUSINESS
The November 1st Municipal Elections : The first day to submit a declaration of candidacy is September 18th, and the last day is October 2nd at 4:30 p.m. Candidates elected without opposition will be announced on October 2nd, 2009 at 4:30 p.m.

QUESTION PERIOD
One citizen asked about the progress of the septic system measuring program, and the follow-up being carried out. The response was that the report so far is very positive, and that no polluting systems have been identified so far. A detailed inspection of septic installations was carried out on August 3rd and 4th around Trousers Lake.

The Mayor gave some further explanations on the MRC’s high speed internet project, namely that there is an obligation to present exhaustive feasibility studies in order to become eligible to receive grants from the higher levels of government.

Concerning the MRC’s land use plan, the Mayor gave an update on the situation. During the process of communicating with the provincial government, the impression given by the latter is that more work may potentially be “shovelled” into the laps of the municipalities.

One citizen asked about beaver control. Beavers often cause roads to flood. Another person asked about an eventual farmer’s market in the park on Terrio Road.
