HIGHLIGHTS OF THE SEPTEMBER 4TH, 2007 COUNCIL MEETING

The Mayor,  5 councillors and 4 citizens were present.

COMMITTEES

ENVIRONMENT
Councillor Ginette Breton presented the environment committee report.  During the course of the present meeting, resolutions regarding the Long Pond water level and the evaluation of septic systems are slated for adoption.  In relation to the rights and obligations of municipalities regarding septic systems, the Mayor and the director general explained that the municipality has jurisdiction but lacks the appropriate resources to properly enforce provincial regulations.  This fact was clearly stated by the mayors of the MRC during their meeting with the Minister of the environment during her consultation tour on the subject of cyanobacteria.  

INFRASTRUCTURE
The committee met to discuss a problem on Andrew-Galvin road which was brought up at the last council meeting.  Following an onsite visit, the committee recommends that signage be installed indicating the presence of a dangerous curve and a reduction in speed limit.

ADMINISTRATION
No formal committee meeting was held.  Within the framework of the Town hall renovation project, the library and community access centre were moved on August 29th and the temporary office was set up on the 30th.  Work will begin September 5th and is scheduled to be completed at the beginning of November.

URBANISM
Following an infraction to the zoning bylaw, the municipality has ordered that the property owner replant his Lake Nick shoreline.  In order to ensure that this obligation is fulfilled, the municipality intends to file the complaint in superior court.

PRINCIPAL RESOLUTIONS
The Bylaw concerning the measuring of septic waste and the follow up on the emptying of septic tanks was adopted.  Generally, if the measures indicate that the level of waste in a septic tank exceeds the authorized level, the owner will be advised to have the tank emptied.  If this is not done within the allotted time, the municipality will have the tank emptied at the property owner’s expense plus administration charges.

A resolution was adopted to hire the firm Polytech to proceed with the evaluation of aging septic systems located near the shoreline of lakes and streams.
It was resolved that an analysis of Long Pond be undertaken in order to establish the ideal water level. The study will be completed this fall and a system installed to maintain the level determined by the analysis. 

MAYOR’S REPORT
The Mayor summarized the meeting between the Minister of the Environment and the mayors of our MRC on the subject of cyanobacteria as well as the meeting of the committee on the future of Mount Orford Park.  On the issue of public security, the mayor spoke of the future construction of a Quebec Provincial Police station at exit 115 of Autoroute 10.

QUESTIONS
Considering that the majority of municipalities in our MRC will soon be using the City of Lévis’ 9-1-1 emergency call centre, a citizen asked about the efficiency of the service.  The Mayor responded that the MRC had done an exhaustive study of the services offered, and that the City of Lévis’ offer was the best option.

A citizen brought up the problem of the curve on Andrew-Galvin road once again.  The infrastructure committee will re-examine the dossier.

The next sitting of council will be at the Townhall in Bolton Centre on Monday October 1st 2007 starting at 7PM.
