HIGHLIGHTS OF THE SEPTEMBER 2ND, 2008 COUNCIL MEETING

The mayor, 5 councillors and 6 citizens were present.

ENVIRONMENT
The final report of the septic system measuring program was submitted to council. 707 residences were visited, and 579 tanks were measured.  Of these, 65 tanks must be emptied. The council will follow up on the data gathered during the program, particularly in cases where the tank could not be measured.

INFRASTRUCTURE
On September 2nd, the architect Arturo Rea presented his first proposition concerning the development of Terrio Park to the council. His plans will be presented to citizens at a gathering on September 14th for comments and suggestions.

ADMINISTRATION
The Director General received a mandate to prepare an offer of employment for the position of Sustainable Development Projects Manager/Administrative Assistant; to this end, the offer will be published in the Reflet du Lac and The Sherbrooke Record.
A contract was awarded for the construction and landscaping of a new entrance to the Town Hall for persons with reduced mobility.

The Minister for Natural Resources and Fauna has informed us that the mandate for the cadastral revision of the territory of East Bolton will be accorded between now and March 31st, 2009, and the work will begin in 2010.

The welcome columns at the entrances to the village of Bolton Centre will be re-done.

PRINCIPAL RESOLUTIONS
The Municipality has adopted a policy concerning the access by emergency vehicles to new developments: the Municipality of East Bolton will request that the Municipality of Austin’s fire chief verify each new development for accessibility for fire trucks at the time the request for a construction permit is submitted. The individual who requests a construction permit will be informed of all access problems discerned by the fire service through a written confirmation conveyed by the building inspector, before the construction permit is issued.

The Municipality is seeking a new logo, and is counting on help from citizens.  An amount of $500 was reserved as compensation to the person who designs the winning logo.

MAYOR’S REPORT
The Municipality was required to refuse a request from a citizen asking permission to use the park on Terrio road for a hot-air balloon take-off point. The municipality’s insurance company does not cover that type of activity, and no other insurance could be found to cover the risk.
The Municipality decided to donate the same amount as last year to the Potton Volunteer Action Centre, which offers its services to our citizens.  In the same vein, the Municipality will also donate $200 to the BMP Foundation for the fight against breast cancer.

OTHER BUSINESS
The members of the council invite citizens to a corn roast on September 14th, 2008 at 12:00pm at the park on Terrio Road.

QUESTION PERIOD
One citizen enquired into the status of the SERPLAN file. The mayor responded that the Municipality cannot intervene while there is ongoing litigation between the parties involved.
Two citizens from Baker Pond road are concerned about the state of a portion of that road which seems unsafe, especially for school busses; the inspector will verify. They also asked about the speed limit on that road. The municipal inspector confirmed that it is 50 km/hour.
The mayor reminded one citizen that the report on the septic system measuring program will be followed up on.

The next sitting of council will be at the Townhall in Bolton Centre on Monday October 6th, 2008 starting at 7PM.
