HIGHLIGHTS OF THE OCTOBER 6TH, 2008 COUNCIL MEETING

The mayor, 5 councillors and 5 citizens were present.

INFRASTRUCTURE
The committee met on October 2nd to discuss municipal road work projects for next year and to make recommendations to council regarding the 2009 budget.

CULTURE
The committee is in the process of planning its calendar of events for next year.

MISSISQUOI VALLEY ECO-DEVELOPMENT PROJECT
The committee met on September 17th: communication strategies will be developed to keep the public informed regarding upcoming activities.

PRINCIPAL RESOLUTIONS
The Municipality supports the request for financial aid submitted to the Pacte Rural by the four partner municipalities of the Missisquoi Valley Eco-Development Project.

Trisha Needham has been hired on full time as the Sustainable Development Projects Manager/Assistant to the Director General.

The Municipality granted a request for financial aid in the amount of $375 to the Conservation des vallons de la Serpentine for its project with the Ruiter Valley conservation group which aims to establish migratory corridors for species at risk.

MAYOR’S REPORT
Author Ginette Dupuy, resident of East Bolton, donated 2 of her books on a healthy and ecological habitat to the Town Hall library.

Following a citizen’s request, the Municipality will undertake to have the speed limit on a portion of Route 245 reduced by the Transport Minister.

The new entrance to G. Lapalme and Sons’ gravel pit on Route Missisquoi has prompted a strong response from some citizens of Bolton Centre. This file is under the jurisdiction of the Transport and Environment Ministers. Following several episodes of dynamiting, the Municipality communicated several times with representatives from both Ministries involved, and with the owner of the gravel pit. It was confirmed that the work being carried out is in conformity with existing laws.

The Mayor proposed a different approach to the above problem in the form of a resolution of council. It would be a request for a written explanation of the apparent contradiction of the provincial government: On one hand, it promotes respect for the environment, namely by increasing the severity of its regulations, while, on the other hand, it demonstrates idleness by not intervening in the activities of certain gravel pits which continue to be operated following laws from the ‘70’s under the pretext of acquired rights. The council approved this resolution.

OTHER BUSINESS
Due to the federal elections, the municipal offices will be closed on Tuesday, October 14th, 2008.

QUESTION PERIOD
One citizen asked what follow-up could be given to the septic system measuring program. The council will study this question during the upcoming months.

On citizen proposed that the resolution concerning gravel pits approved by council be supported by a citizens’ petition. The mayor agreed with the idea.

A citizen concerned with the protection of wetlands was assured that the MRC just finished its new repertory of wetlands on our territory and that a bylaw is in place to protect them.

A citizen who volunteered to take over the high speed internet file gave an update.

The next sitting of council will be at the Townhall in Bolton Centre on Monday November 3rd, 2008 starting at 7PM.
