HIGHLIGHTS OF THE OCTOBER 1ST 2007 COUNCIL MEETING

The Mayor, 5 councillors and 6 citizens were present.

COMMITTEES

INFRASTRUCTURE
Following the decision by the Quebec Minister of Transport to finance the costs of repair to the East River road bridge, the committee met to review proposed roadwork projects.  A resolution to this effect was adopted.  Following a second visit to Andrew-Galvin road at the request of a citizen, members of the committee stood by their original recommendation regarding roadwork.

CULTURE & RECREATION
A first meeting on the subject of the preservation of religious heritage buildings was held on September 17th 2007.

ENVIRONMENT
Following the deposit of RAPPEL’s S.A.G.E. report, the environment committee met with representatives of the Lake Nick association to set the priorities prior to the adoption of the municipal budget in November 2007.

PRINCIPAL RESOLUTIONS
A resolution supporting a joint request by the 4 municipalities involved in the Missisquoi Valley eco-development project for financial aid within the framework of the MRC’s Rural Pact was adopted.

The municipality renewed its agreement for aid to disaster victims with the Canadian Red Cross for a period of three years.

Council approved amendments to the 2008-2009 roadwork schedule within the framework of the federal gas tax transfer program :

  • Withdrawal of the Surprenant bridge (East River road)
  • 2008 
    • Bellevue and Lake Nick roads: rebuilding of the foundation on 300 metres
    • Terrio  Road: Paving of 200 metres
  • 2009           
    • Mountain  Road: bridge repair 1387-P
    • Baker Pond road: straightening of a dangerous curve
MAYOR’S REPORT
A letter was received from the association of Trousers Lake peninsula landowners asking that the
municipalities of East Bolton and St-Étienne-de-Bolton coordinate the collection of household waste and recycling in order to provide a more efficient service.   The municipality of St-Étienne has been contacted regarding this matter.

QUESTIONS
A citizen expressed his concern over the time being taken to lower the water level of Long Pond to the level determined by the MDDEP in August.  Although the municipal Inspector checks on a regular basis, the shift of the water level is difficult to predict.

Concerning Andrew-Galvin road, a citizen wonders why certain roadwork, specifically the digging of ditches, was done near his residence.  A follow-up will be made.

The next sitting of council will be at the Townhall in Bolton Centre on Monday November 5th 2007 starting at 7PM.
