HIGHLIGHTS OF THE OCTOBER 2nd 2006 COUNCIL

COMMITTEES
ENVIRONMENT
Mr Viateur Audet has resigned as municipal representative for the work group set up by the western sector municipalities for the Eco-Centre project. Mrs. Jane Wardle will replace Mr. Audet.
On September 15th, councillors Charles Laurin and Roger Gagné attended the first meeting of the ‘Friends of Trouser Lake’, an association devoted to the protection of the lake.
HERITAGE, CULTURE, AND RECREATION
On September 15th councillors Charles Laurin and Ginette Breton attended a meeting of the Missisquoi Valley eco-development project sub-committee. Representatives of the municipalities of Eastman and St-Étienne-de-Bolton joined those of East Bolton and Potton. The attendees agreed that: the initial concept of an eco-touristic approach could only be enriched by the addition of cultural and historical aspects to the existing recreational aspects. Residents of the Valley as well as those interested in participating in activities which respect the environment are the targeted clientele. Representatives of Eastman and St-Étienne will be taking steps to ensure that their municipalities become full partners in the project as of 2007.
INFRASTRUCTURE
The Council wishes to clarify that the name of the municipal park on Terrio road, usually referred to as ‘Terrio Park’ because of its geographic location, has not been officially determined.
PRINCIPAL RESOLUTIONS
RECREATION
The municipality is entering into an agreement with the Town of Waterloo which will permit citizens of East Bolton to participate in recreational activities and benefit from the use of recreational equipment at the same price as residents of the Town of Waterloo.
MISSISQUOI VALLEY ECO-DEVELOPMENT PROJECT
The council approved a request for financial support from the CLD Memphrémagog to proceed with the second phase of the project which will include : an inventory of components, sites and activities having the potential to be included in the eco-development project and the proposal of promotional themes compatible with the objectives and criteria of the development of the Missisquoi Valley; specification of the standards of quality, the criteria and standards for admission of new activities, businesses or projects to the concept developed for the Missisquoi Valley in order to put forth an integrated image of development; conception of a visual identity and establishment of a promotional strategy for the project and its future development.
HYDRO-QUÉBEC
The Energy Board has approved Hydro-Québec’s conditions for extension of its network which include a clause requiring the presence of a water system servicing a minimum of 100 houses in order for Hydro to assume the costs. The council adopted a resolution requesting that the Quebec government respect the terms of the agreement made within the framework of the National Policy on Rurality and force Hydro-Quebec to amend its conditions in order to be fair and equitable to the citizens of the region.
SCHOOL TAXES
A resolution was adopted requesting that the Quebec government revise its methods of financing our school commissions in order to reduce the financial burden imposed on the taxpayers of our MRC which is disproportionate to the services rendered.
MAYOR’S REPORT AND CORRESPONDANCE
With regard to the Mount Orford dossier, the Mayor reiterates that the Memphrémagog MRC has been consistently opposed to the sale of the mountain. Their recently deposited recreotourism projet for Mount Orford is a proposition made within the framework of the Quebec provincial legislation.
QUESTION PERIOD
Some citizens complained about the state of Lake Nick road. The municipality replied that certain roads were badly affected by the rainy summer but that greater attention will be given to their maintenance in the coming weeks..
