HIGHLIGHTS OF THE NOVEMBER 3RD, 2008 COUNCIL MEETING

The Mayor, 4 councillors and 4 citizens were present.

CULTURE
Mrs G. Breton explained the expansion of an independent organization in the community which will promote and preserve the architectural heritage of our municipality, namely churches. A fund-raising brunch with a silent auction will be held on November 16th at 12:00pm at the Iris Bleu. Tickets are available at the Town Hall.


MISSISQUOI VALLEY ECO-DEVELOPMENT PROJECT
The committee met on October 7th; the request for financial aid has been submitted to the Pacte Rural.  The Municipality has signed a right-of-way agreement with Mrs Peasley for the use of her property, and the work to develop the trail will begin this week.

ENVIRONMENT
The MRC’s Green Squad has submitted its report. Last May 24th and 25th, the members met with waterfront property owners on Lakes Nick, Sperling, Deer, Spring and Long Pond, and carried out 60 interventions. The terms surrounding the changes to the bylaw were discussed. The majority of property owners were open to improving the condition of their shorelines.

PRINCIPAL RESOLUTIONS
A notice of motion was submitted for adoption at the special meeting to be held next December 22nd at 7:00pm, concerning the 2009 budget: adoption of the tax rate, compensation for the collect and destruction of household waste, and other fees.

MAYOR’S REPORT
The Mayor gave her annual report which will be published in the next Insight/Aperçu. This report outlines the municipality’s main accomplishments for the year, gives a résumé of the financial situation of the municipality, and a short description of the goals for 2009.

The mayor resumed the CRÉE’s progress in the high-speed internet file.
The mayor shared a letter received from the Minister of Culture wherein the Holy Trinity Church in South Bolton was denied Heritage status, though the Minister recommends that the Municipality give the Church its own heritage status.

The Volunteer Action Centre is organizing a non-perishable food drive for Christmas baskets again this year. There is a box at the Town Hall (upstairs in municipal offices) for citizens who wish to donate.

QUESTION PERIOD
One citizen requested information concerning the Municipality’s position on the gravel pit dossier; the mayor gave a detailed explanation of our progress so far.

One citizen wanted an update on the request to the Transport Minister to reduce the speed limit on a portion of Route 245. The request is still on-going.

The same citizen asked about the request to create a French version of the title “East Boltoners”; it was answered that we are awaiting a response to the request.

One citizen, as a question of security, would like the roads which branch off of Bellevue Road to be better identified and illuminated. It was responded that, as private roads, the responsibility for these measures lies in the hands of the property owner; however, a reminder will be sent. This letter will also give the property owner an update on the new provincial policies on civil security which will soon be put in place.
