HIGHLIGHTS OF THE NOVEMBER 5TH 2007 COUNCILMEETING

COMMITTEES
ADMINISTRATION
The committee met on October 29th to discuss the following subjects:
With regard to waste management, the statistics collected by the director general indicate that the quantity of recycling has increased. Nevertheless, there has been no significant decrease in tonnage sent to the dump site. The committee recommended that Council meet with the contractor on the subject.
Lilianne Paige, secretary-receptionist, is presently on sick leave due to serious illness. Several scenarios were discussed regarding her temporary replacement.
CULTURE AND RECREATION
The cultural committee is continuing its work on the dossier concerning religious heritage buildings. The committee wishes to adopt a policy regarding historical religious buildings on our territory which, if accepted by council, would set the standards for all actions to be taken. Councillor Ginette Breton presented the committee’s schedule of activities up to the end of December. The schedule will appear in the next municipal bulletin.
PRINCIPAL RESOLUTIONS
The Council mandated the Lac d’Argent Environmental Protection Association to proceed with a water and environmental impact study to determine the link between the narrowing of the Missisquoi river at apoint lcated on our territort and its effect on water circulation, to prepare a description of the work required to widen the river at this location if necessary, and to evaluate the impact of this work both upstream and downstream in terms of the fluctuation of the water level.
The results should be submitted to the municipalities involved as well as to the MRC in order to obtain the necessary authorizations and to determine the sharing of costs.
The Council gave its support to Brome-Missisquoi representative Christian Ouellet’s proposed project for a commuter train between Montreal and Sherbrooke.
MAYOR’S REPORT
A recent agreement allows municipalities to recover costs of road repairs from pits and quarries whose operations cause damage to municipal roads.
The Minister of Transport announced that the maintenance of bridges located in municipalities of 100 000 residents or less will now be assumed by a Quebec government agency.
QUESTIONS
A citizen commented on the need for grading of Bellevue road, the dumping of construction materials in the garbage boxes reserved for household garbage, as well as the elevated level of Long Pond. The mayor explained that road maintenance schedules vary from one municipality to the other, that we would welcome any information regarding the dumping of construction materials and that we are awaiting Aqua-Berge’s report on the level of Long Pond in order to stabilize its level.
Questions were asked concerning the frequent absences of one member of Council. The mayor responded that the situation is being closely followed.
