HIGHLIGHTS
OF THE MAY 3RD 2010 COUNCIL MEETING

The Mayor, six councillors and 20 citizens were present

Administration

  • The Memphremagog MRC submitted a septic tank installations inventory report as part of the Lake Trousers PAPA Program to the municipality;
  • An analysis report of the municipality’s drinking water was received in April. This report shows that the water is still unfit for consumption. The SM Laboratories sent us the analytical procedures that needs to be followed and suggested to resume these analyses by following these procedures.

Environment

  • The environmental advisory committee studied the offer of services from The Rappel Group regarding Kate’s Creek that spills out into Lake Long;
  • Current regulatory study regarding erosion and comparing it, with that of the municipality of Eastman;
  • Preparation of the next edition of the Municipal Green Newsletter;

Culture

  • Cultural committee’s participation for Neighbors Day planned for June 5th;
  • “Nature Interpretation Activity” will be held on May 22, 2010: This activity will be moved to chemin du Rocher due to the closure of the municipal trail.

Public Security

  • Mr. Paul Robitaille of the Austin Fire Department gave his recommendations on the installation of a fire alarm system in the shed, located at the back of the Town Hall (the municipal garage).

Principal Resolutions

  • $2,000.00 has been set aside to confirm our participation at the Orford Arts Centre regarding the concert to be held on June 23, 2010 at the Centre;
  • Hiring of a roads laborer;
  • Gravel purchase: results of bids and awarding of contract;
  • Dust suppressant purchase: results of bids and awarding of contract;
  • Nomination of deputy mayor (Pierre Piché) from May 3rd to September 7th;
  • Sale of parts of land belonging to the municipality to a citizen.

Mayor’s Report

  • High Speed Internet:
    A meeting was held on April 28th with Mr. Daniel Dufour of Déry Télécom (Axion Cable). The model being used by St-Étienne-de-Bolton was explained. The information on the Axion’s existing wiring throughout our entire territory had been submitted beforehand;
  • Deposit of a draft code of ethics:
    The code of ethics will apply to all persons who work for the municipality and who are subject to our values. The code will also contain various aspects related to our workplace.
  • Meeting with Deputy Pierre Paradis:
    On April 26th in Farnham an information meeting was held with all the mayors of the Memphremagog MRC, Brome-Missisquoi and Val Saint-Francois. We learned about the major work at a cost of over $1,000,000 that will be done by the Transport Quebec on route 243;
  • Meeting with citizens of Jolicoeur Dead End:
    A meeting was held on April 21st during the Open House Day. Several years ago a petition by the citizens of that sector was submitted for garbage and recycling collection to be done on the municipal road;
  • Zoning Change Draft Bylaw # 224:
    A second informal information session took place at the Town Hall on April 24th;
  • Night convoys on routes 243 and 245:
    Following several complaints by residents living along these routes, representations were initiated with the SQ, Deputy Paradis and as well as the other mayors from the western sector;
  • Garbage collection:
    Several letters were received by citizens complaining about the collection both on Bellevue Road and Route 245. A meeting will be held to discuss this with the garbage pick -up company.
  • Day Camp:
    Information about day camps is now available on our web site.

MRC Report

  • Mont Orford – Deposit of a Memo by MRC to the public audiences of Minister Beauchamp in Quebec City;
  • Deposit of 2009 Annual Report on matters pertaining to fire security activities;
  • Cultural Committee: Approval of projects that were submitted and deposit for a project to study the political culture from 2010-2015.
  • Presentation by the lawyers of Monty Coulombe about the new process for awarding contracts decreed by the bill submitted by Quebec for that purpose.

Question Period

  • Mrs. Boulerice of chemin Jolicoeur thanked all the council members for adopting the resolution with regards to the garbage and recycling collection that will be taken from each civil address;
  • Mr. Émond of chemin de la Mine mentioned that grating had not yet been done in the road this year and requested that the municipality correct the situation. The honorable Mayor replied that an inspection will be made and that the situation will be corrected quickly if such is the case;
  • Mr. Émond asked for details regarding the repairs that will be done by Transport Quebec on route 245. It was explained that the work will be done on the section of the 245 between Bolton-Centre and Bolton-Sud.
  • Mr. Raymond wanted to know about the state of the internet dossier. The members responded that the infrastructure committee is analyzing this dossier carefully and that several technologies have been offered to them, on which the committee will make an informed decision;
  • Mr. Durette asked for an inspection to be done on Spring Lake and Deer Lake. He reported that citizens are trying to raise the level of both these lakes. An inspection will be done by our rivers inspector.
