Our Council Meetings and Commitees

HIGHLIGHTS
MARCH 7TH, 2011 REGULAR COUNCIL MEETING

The mayor, 6 councillors and 9 citizens were present.

The council has:

Administration

  • Extended Mrs. Monique Pépin’s contract indefinitely;
  • Presented the list of taxpayers indebted to the municipality;
  • Adopted a policy entitled Policy to support our organizations and citizens;
  • Adopted a policy entitled Policy on expenditure commitments for the committees;
  • Approved an agreement with the Brome-Missisquoi RCM sharing of fees for the gravel pits.
  • Awarded to WSI Marketing from Potton the design of its website.

Environment / Land Use Planning

  • Adopted Bylaw 239-2011 constituting the Environment Advisory Committee (CCE);
  • Appointed to the CCE: Mrs. Ginette Breton, Mrs. Agnès Renoux, Mrs. Claudette Rodrigue, Mrs. Jane Wardle, Mr. Réjean Beauchemin, Mr. Jacques Belhumeur and Mr. Paul Chacon.
  • Mandated the CCE to conduct the study of water issues and more specifically an effective regulatory control of wastewater and erosion control.
  • Authorized a call for bids from at least two planning firms to produce a sustainable development plan.

Culture and Heritage

  • Planned to give an amount of $ 2,000.00 for our participation in the concert to be held on 27 June in East-Bolton organized by the Centre d’Art d’Orford;

Public Security

  • Mandated the Austin Fire Chief to do to ensure that Regulation 214 is complied with by our citizens and also issue fines were required;
  • Adopted a program to visit homes for fire prevention.

Mayor's Report

  • HSI : Invitation to Tender; expected to be by mid-March;
  • Meeting with Mr. Pierre Paradis: Topics discussed: convoys on the 243 and 245 and grant for our roads.
  • Mayors meeting (Western sector) held on feb.15: various topics were discussed.
  • Email from Mr. Larochelle on the 2011 budget: a response will be forwarded.
  • Mr. Dominic Bouchard’s request to use Terrio Park on July 9 for his wedding.

RCM's Report

  • Orford Arts Centre: a RCM grant of $ 15 000;
  • OBVBM (representative of the RCM): A meeting was held in Bedford on February 23, the new consultative committee of the North Missisquoi was discussed.

Two question periods:
Questions and comments were sent to council on the following topics:

  • Réal Pontbriand is seeking the support of the council as well as the citizens of the municipality so that we give him a helping hand to collect donations and also sell tickets with proceeds going to support his efforts to provide services to their son Ludovyk who suffers from a rare disease.;
  • Mr. Gervais noted that despite his numerous interventions, truckers still use the (Jacob) brakes which are quite noisy. The mayor responded that after checking with the SQ, they said they could not prevent drivers from using this type of brake. And he spared no efforts to find a solution to this convoy problem;
  • Mr. Payette inquired whether the municipality has saved costs in regards to waste pick-up with the new alternate of every other week. The Mayor mentioned that it is difficult to compare with "2008 dollars" in 2010 and that the contract has different clauses.
  • Mr. Brulotte mentions that he is against the proposed increase in the salary of elected officials and is also against the hiring of an employee three days a week and demand an explanation. The mayor replied that the proposed salary increases are simply an upgrade to match nearby municipalities of similar size. Councilor Jonathan Prest added that as a result of the prolonged absence of Mrs. Edwards, all employees of Town Hall have been an overload with work, including the mayor.
  • Ms. Westland says that there is still no resolution to adopt the new name of the municipality and Bolton-Est says that the name East Bolton is still the legal name of the municipality. Checks will be made to that effect although clarifications had been brought in the 2010 March Insight.
