HIGHLIGHTS OF THE MARCH 1ST, 2010 MEETING OF COUNCIL

The Mayor, 6 Councillors and 9 citizens were present.

Environment and Urbanism
Mr. Paul Chacon was named to the Environmental Advisory Committee for the years 2010-2011.

The start-up meeting for the sustainable land use plan took place on February 15th. The Council, the Planning Advisory Committee and the urban planner were present.
Principal Resolutions

The Municipality of East Bolton authorized the use of Routes Missisquoi and Nicholas-Austin, as well as Cooledge Road, for cyclists during the Americas Cup, which will take place on Sunday, July 4th, 2010.

The municipal Council has hired S.M. Laboratories Inc. to carry out a survey and an analysis report and make recommendations for Bellevue Road.

The Municipality of East Bolton has accepted the offer from Magog Ford for the purchase of a Ford Ranger 4WD Super Cab pickup truck.

The Council has agreed to replace plan 2002-1 with plan 2010-1, as submitted by the Multi Resource farm “Entre cimes et Racines”, who have requested a modification to their Comprehensive Development Plan in order to build an accessory building not foreseen in plan 2002-1.

Mayor’s Report
Congratulations to Mrs. Claudette Rodrigue on her nomination to the MRC’s Environmental Advisory Committee.

Renaturalizing the shorelines: Once again this year, the MRC is organizing two shrub orders, which will take place at the end of May and the end of August. The registration forms will be sent to the municipalities shortly.

Distribution of meeting minutes on our web site:
We have begun posting the minutes of the Council meetings, once adopted, on our website, along with the meeting highlights. We hope to post the minutes of the previous Council meetings retroactively. We would also like to remind you that the agenda for upcoming Council meetings will appear on the website in the “News” box, a few days before the meeting. 

Question Period
Mr. Laurier Blouin asked when the dry hydrant in Lake Nick will be installed. Council replied that it will be installed when we receive approval for our request from the Environment Ministry.

Mr. André Gervais asked if East Boltoners have access to a discount on memberships to the Sentiers de l’Estrie. It was responded that in the past, the municipality did offer a discount, and it is something that could be reconsidered.

Mr. Jacques Belhumeur asked questions about protecting the lake, and about subdivisions.

Mr. Léo Durette asked if the Q.P.P. circulates on private roads as well as public, and the answer was yes.

Mr. Gilles Boudreau complained about ATV’s in the Lake Nick development. Since laws are already in effect concerning ATV’s, the Council recommended he organize an awareness-raising day with the property-owners association.

Mr. Paul Chacon asked if the new standardized bylaws could be posted on the municipality’s website, as well as the accounts payable.
