HIGHLIGHTS OF THE MARCH 2ND, 2009 COUNCIL MEETING
The mayor, 5 councillors and 11 citizens were present.
ENVIRONMENT
The committee is now called Environment and Sustainable Development. A meeting was held on February 22nd, 2009 with representatives from the Lake Nick and Trousers Lake Associations, who presented their projects and voiced their concerns and needs. Recommendations will be made to council. The committee members informed the association representatives that the municipality will update its 5-year environment plan in order to create a global action plan based on sustainable development, which will be presented to citizens in May 2009. Green Day will be held on May 30th, 2009. Lake and water course associations will be invited to share their accomplishments.
HERITAGE AND CULTURE
Mrs Ginette Breton gave an outline of the activities planned for this summer, including a conference with authors Francine Ruel and Joan Seymour on April 23rd, 2009.
PRINCIPAL RESOLUTIONS
During the summer of 2009, the municipality will install uniform civic numbers at all the properties on its territory in order to conform to the MRC’s Fire Risk Coverage Plan. The numbers will be installed on posts near the entrance to each house, according to precise norms. The municipality will also replace and add other signs on its territory, so that the new logo will be visible.
In collaboration with the Bolton Falls Spa, the municipality is offering a concert from the Orford on the Road series at St. Patrick’s Anglican Church on June 24th, at 7:00pm.
The municipality is in the process of planning to build a structure in the park on Terrio Road which would serve as a Farmer’s market and for other recreational activities.
The municipality is beginning the revision of its land use plan, from a sustainable development perspective. A request will be made to the Federation of Canadian Municipalities for a grant from its Green Municipal Fund to cover a portion of the urbanist’s fees.
MAYOR’S REPORT
The mayor announced that an information session with Mr. Jean-Pierre Cadrin, the Memphremagog MRC’s evaluator, will take place on April 9th, 2009 at 7:00pm at the Town Hall. Mr. Cadrin will explain the process involved in determining property evaluations.
The MRC has submitted its report concerning Orford Park. The ball is now in the court of the provincial government.
QUESTION PERIOD
Several citizens questioned the evaluation process which resulted in such a significant increase in their tax bills. The mayor explained the process, and also how to contest a property evaluation. One citizen described other ways municipalities tax their citizens; the mayor requested that he provide additional information.
One citizen requested clarifications regarding high-speed internet access.
A group of citizens discussed the problems of private roads; the mayor informed them of the municipality’s step-by-step policy regarding the municipalisation of private roads.
One citizen requested that the municipality keep taxpayers well informed during the process of the revision of the land use plan; the mayor took note of his suggestion.
Another citizen requested that we remind people to be careful when walking on the road at night; they should use reflective patches on their clothing and walk against the traffic. A note will be put in the next Insight.
