Our Council Meetings and Commitees

HIGHLIGHTS
OF JUNE 7TH, 2010 REGULAR COUNCIL MEETING  

The mayor, five councillors and eight citizens were present.

Administration
The municipal council:

  • Decreed that the municipal office would be open during the summer period from 8:30 a.m. to noon and from 1:00 p.m. to 4:00 p.m., Monday through Friday, from June 25th to September 7th, 2010.
  • Authorized the purchase of  different building materials for the maintenance of the Town Hall ($400), tools and accessories for municipal building and infrastructure maintenance ($500) and road signs (max $500);
  • Authorized the payment of bills for a maximum amount of $900 for the Greet your Neighbours Day;

Environment

  • Council authorized payment of a grant for $2 197,35 to the Association des Amis du Lac Trouser and the payment of a donation of $1 000$ to the Conservation des vallons de la Serpentine for 2010;

Infrastructures

  • The municipal Council authorized the Assistant Director General to hire one or more qualified contractors to carry out the ditching work and the replacement of culverts on Bellevue Road (max. $24 500).
  • Council also authorized the purchase of 14 culverts that have to be replaced in accordance with the indications of the municipality’s hired engineering firm, Le Groupe SM ;
  • Council authorized the hiring of a temporary roads employee for the summer.

Culture

  • Mrs. Ginette Breton, presented the culture and heritage activity report following their meetings held on May 13th and June 1st, 2010 ;
  • The Municipality of East Bolton, as was done at the Assemblée nationale du Québec, proclaimed the last Friday of September and the two following days of each year to be Journées de la culture in order to underline  its deep appreciation for culture.

Public Security

  • Paul Robitaille, responsible for fire protection, made a recommendation to Council to update the municipality’s Emergency Plan. He proposed that a coordinator be named and a committee formed to address the Plan.

Mayor’s Report

  • Night Transportation on Routes 243 and 245: We recently received a written answer from the SQ mentioning that after verifications with their patrollers, truckers seem to be respecting the laws in force. To be continued;
  • $10 000 grant from Deputy Pierre Paradis: Said grant is now being allowed conditional to the perception of fees from the exploitation of quarries and sand pits of the territory (By-law 215 adopted in July 2009). A study of these revenues is ongoing;
  • Potton and Bolton-Center United Church Buildings are for sale: The municipality has no interest in buying this building because of the important investment that would be required to put these installations up to standards;
  • Ditches’ cleaning bee: Mrs. Élizabeth Harvey, wrote us that she would like to see the municipality carry out a cleaning bee for the municipal ditches. There would be a possibility to come together with First Responders and Firemen from Austin. Under Study.

RCM’s Report

  • Forestry inspection Agreement: As for the other municipalities of the western sector of Memphrémagog RCM, a forestry engineer will take care of our wood cutting permits and associated issues.
  • RCM Cultural Policy: The RCM’s Cultural Committee tabled a new cultural policy for 2010-2015 for public consultation.

Question Period
Questions and comments were addressed to Council regarding these subjects:

  • Some people seem to using Terrio Park as a camping area. Mayor Dupuis will discuss this issue with the building inspector and signs installed if deemed necessary;
  • Possibility to follow-up on the septic systems conformity verification program;
  • Containers to be picked up at Terrio Park;
  • Flooding in the Deer Lake Sector: someone seems to be tampering with the water level of the lake.
