HIGHLIGHTS OF THE JUNE 4th 2007 COUNCIL MEETING

The Mayor, 4 councillors and 7 citizens were present.

COMMITTEES

ENVIRONMENT
Council members attended the first general meeting of the Long Pond Association which was held on Sunday May 20th at the Town Hall.  Members of Council also attended the Lake Nick landowners Association’s Green Day on June 3rd.  During the course of this event,  the results of the second phase of the lake analysis conducted by RAPPEL within the framework of  its ‘Global Action Plan for Water’ were released in a document entitled “ Global Environmental Diagnosis of the Lake Nick Watershed“.  A meeting will be held in the near future to discuss the contents of the report.

RECREATION
The sub committee on the Missisquoi Valley Eco development project continues its planning.  The three main areas of concentration are: Access to the river by canoe or kayak; access to the forest with the collaboration of ‘Eastern Townships Trails and the development of the ‘scenic trails’ concept. Proposals will soon be submitted to the councils of the participating municipalities.
                  
PRINCIPAL RESOLUTIONS
The Municipality has agreed to finance the analysis of the Trousers Lake watershed within the framework of RAPPEL’s ‘Global Action Plan for Water’ program in partnership with St-Étienne de Bolton.

The Municipality accepted the architect’s modified plans for the renovation of the Town Hall and agreed that he proceed with the final specifications for the call for tenders.
The Council adopted a resolution inviting three companies to bid on the resurfacing of Cameron Road.  The bids will be opened at the regular July meeting of Council.

Following the recommendation of the Quebec Environment Ministry, the Council resolved that temporary measures would be taken to increase the water level in Long Pond by 15 cm.  A further inspection will be made during the dry period of July or August to determine the desired permanent level of the lake. 

MAYOR’S REPORT
The mayor invites us to consult Environment Canada’s website www.qc.ec.gc.ca/faune/pde-egp/pde-egp.html.du which provides information on East Bolton citizens Fran and Doug McCallum and Patricia and the late Horace Gilbert’s donation of a substantial part of their land to Nature Conservancy Canada.

Stemming from a situation involving the operation of a portable sawmill, the municipality will take steps to improve the coordination of actions taken,  and highlight the importance of collaboration between  the Quebec Environment Ministry and the municipality.   Appropriate measure will also be taken in regards to the operator of  the sawmill.

Members of Council will meet with the organizer of the Sunday afternoon jam sessions which are held at the Town Hall in order to clarify certain aspects of this activity.

QUESTIONS

Stephanie and Denis Depelteau presented the program for their ‘Weekend for the Arts’ which will be held from June 29th to July 1st at their auberge ‘Chez la Mère Poule’.

Citizens of Bellevue Road asked about the roadwork scheduled for the month of June and about the cleaning of septic tanks, to which the mayor responded that the municipality has inventoried septic systems but that the emptying of tanks remains the responsibility of each homeowner.

Citizens commented that Bolton-Centre could benefit from a little sprucing up.  We responded that the embellishment committee would be planting flowers this coming week.  The mayor agreed that there is always room for improvement and invites citizens to invest their time so that the committee’s actions can meet their expectations.

Regarding the level of Long Pond, the municipality will closely monitor the situation.

The next sitting of council will be at the Townhall in Bolton Centre on TUESDAY (exceptionally) July 3th 2007 starting at 7PM.
