June Council Meeting 2006

Highlights

The request for funding from the Pact Rurale, for phase II of the Municipal Park project has been sent to the MRC. A presentation will be made to the funding review committee on June 13 by the Director General and the Mayor.

The Ministered u Developpement Durable, de l’Environnement et des Parcs, is reviewing the request to install a dry well. This installation is part of the Municpality’s Fire Protection Plan.

The forms have been completed and submitted to the Government to receive the grant from the gasoline tax rebate.

A request was sent to Parks Canada for an architect to assist the Municipality to redesign its office space while respecting the Heritage Building criteria.
The work of the archivist are complete and the appropriate documents have been deposited at the National Library in Quebec City.

The quarterly report was deposited and the operating budget to date is “on target”.
The Lake Nick Association circulated its news bulletin.

The MRC presented its position paper to the provincial government regarding its position on the Mont Orford project. The MRC is opposed to the sale of the ski hill and calls for a sustainable “eco-tourist” plan to be implemented.

Heritage and culture and committee report
The cultural committee scheduled a meeting with Dominic Ferland on June 7th. Dominic is the MRC project officer responsible for cultural activities and will provide information to the Municipal Committees about various programs. The Committee is particularly interested to hear about what other Municipalities are doing .

Recreation Committee Report
Councillor Charles Laurin participated in the Annual Meeting of the Comite de Sports et Loisir de l’Estrie. Charles was elected to the Board of Directors of the organization.

Environment Committee
Councillor Ginette Breton, attended a meeting with Rappel and representatives of the Lake Nick Association. The report commissioned last year to study Lake Nick was deposited. A second phase to continue the study of the lake and its tributaries has been submitted to Rappel.

A meeting has been confirmed with representatives of the Ministry of Environment, the owners of the two gravel pits in Bolton Centre and the committee. The purpose of the meeting is to explore ways and means to improve communication between the sectors and to determine a more effective way to operate the pits and respect the environment.
Mr. Viateur Audet, the municipality’s representative on the inter municipal committee for the study of the development of an eco-centre, reported that a potential site has been identified in the Stukley area. However, zoning changes would be required.

A meeting will be scheduled with representatives of the Quebec Ministry of Environment, the owners of the gravel pits and the members of the municipal environment committee.  The Ruiter Valley project which aims to involve school aged children in nature studies will be discussed at the same time.

Infrastructure Committee Report
On May 23, Counsillor Charles Laurin and the Director General met with representatives from the Lake Nick Association. The purpose of the meeting was to discuss the issue of municipalizing private roads in the Lake Nick area.

COUNCIL RESOLUTIONS
Council supported the request from property owners at 201 Chemin Mountain to the CPTAQ.

Council resolved to pay the balance to “Suivi Eau” upon completion of its report regarding Lake Nick.

A resolution was adopted to fund phase II of the Lake Nick study by SAGE.
The summer hours for the Municipal Office are 8:30 to noon and 13h to 16h, Monday to Friday.

Bids were received from five companies to install a culvert and repair the overpass on Lake Nick road. The resolution was adopted to award the contract to the lowest bidder; “Coffrages Carmel inc.”

Other Business
The Townhall is closed on June 23rd for St. Jean Baptiste Day and on June 30th for Canada Day.

A request was made to have the generator inspected regularly.
The Municipal Inspector was asked to check the operation of the gravel pits in Bolton Centre once a week.

The next regular sitting of council will be at the Townhall in Bolton Centre on July 3, 2006 starting at 7PM.

Highlights

The Chairperson of the Committee, Ginette Breton, opened the meeting with comments that recognized the fact that the operation of the gravel pits provides employment. However, she emphasized the importance of managing these pits with respect to the people living in the area. There was some discussion about the response rate of the Ministry to complaints. This issue confirms that a major issue is communication.

Citizens are frustrated by the continual noise and dust that the pit operation generates. M.Leblond and M. Lapalme agreed that citizens should phone them directly any time there is a concern and/or problem.

At the conclusion of the meeting, it was agreed that committee members would review the sample agreement that the Ministere had presented. In two weeks, the committee will table a draft agreement regarding terms and conditions of the pit operations. This draft will be discussed with the gravel pit owners. The Ministry of Environment felt their role would be one of “technical advisor” rather than as an active participant in discussions between the various interested parties.

The Environment Committee also received an up date from Viateur Audet. He explained that there is a potential site for an eco centre in Stukley. However, this will require a zone change. M. Audet will advise the committee of any further developments.

In an effort to engourage citizens to increase their efforts to recycle and compost, the committee recommends that the Townhall promote its efforts to reduce waste such as purchasing recycled paper and paper products.
