June Council Meeting 2006 Highlights The request for funding from the Pact Rurale, for phase II of the Municipal Park project has been sent to the MRC. A presentation will be made to the funding review committee on June 13 by the Director General and the Mayor. The Ministered u Developpement Durable, de l’Environnement et des Parcs, is reviewing the request to install a dry well. This installation is part of the Municpality’s Fire Protection Plan. The forms have been completed and submitted to the Government to receive the grant from the gasoline tax rebate. A request was sent to Parks Canada for an architect to assist the Municipality to redesign its office space while respecting the Heritage Building criteria. The quarterly report was deposited and the operating budget to date is “on target”. The MRC presented its position paper to the provincial government regarding its position on the Mont Orford project. The MRC is opposed to the sale of the ski hill and calls for a sustainable “eco-tourist” plan to be implemented. Heritage and culture and committee report Recreation Committee Report Environment Committee A meeting has been confirmed with representatives of the Ministry of Environment, the owners of the two gravel pits in Bolton Centre and the committee. The purpose of the meeting is to explore ways and means to improve communication between the sectors and to determine a more effective way to operate the pits and respect the environment. Infrastructure Committee Report COUNCIL RESOLUTIONS Council resolved to pay the balance to “Suivi Eau” upon completion of its report regarding Lake Nick. A resolution was adopted to fund phase II of the Lake Nick study by SAGE. Bids were received from five companies to install a culvert and repair the overpass on Lake Nick road. The resolution was adopted to award the contract to the lowest bidder; “Coffrages Carmel inc.” Other Business
Environment Committee - June 8, 2006 Attendance: Joan Westland-Eby - maire Highlights The Chairperson of the Committee, Ginette Breton, opened the meeting with comments that recognized the fact that the operation of the gravel pits provides employment. However, she emphasized the importance of managing these pits with respect to the people living in the area. There was some discussion about the response rate of the Ministry to complaints. This issue confirms that a major issue is communication. Citizens are frustrated by the continual noise and dust that the pit operation generates. M.Leblond and M. Lapalme agreed that citizens should phone them directly any time there is a concern and/or problem. At the conclusion of the meeting, it was agreed that committee members would review the sample agreement that the Ministere had presented. In two weeks, the committee will table a draft agreement regarding terms and conditions of the pit operations. This draft will be discussed with the gravel pit owners. The Ministry of Environment felt their role would be one of “technical advisor” rather than as an active participant in discussions between the various interested parties. The Environment Committee also received an up date from Viateur Audet. He explained that there is a potential site for an eco centre in Stukley. However, this will require a zone change. M. Audet will advise the committee of any further developments. In an effort to engourage citizens to increase their efforts to recycle and compost, the committee recommends that the Townhall promote its efforts to reduce waste such as purchasing recycled paper and paper products.______________________________ ARCHIVES |
