Our Council Meetings and Commitees

HIGHLIGHTS
JULY 4th, 2011 REGULAR COUNCIL MEETING

The Mayor, four Councillors and six citizens were present.

Administration

  • Confirmed to Katimavik that we have a responsible civic insurance for the amount of at least $1,000,000;
  • Nominated Mr. Jonathan Prest as deputy mayor and substitute for the MRC Memphremagog council meetings;
  • Received a formal request for information from the Canada Revenue Agency and authorized payment for this request.

Environment / Land Use Planning

  • Granted $1,500 to the Lac Trousers Association, as part of the subsidized budget;
  • Authorized councilors Gagné and Prest to participate in the Quebec Towns and Villages Health Seminar, on September 15th and 16th, 2011;
  • Supported Cogesaf and the Quebec of Watersheds Coalition with their requests;
  • Adopted rule number 241 regarding the agreements related to municipal work;
  • Requested from the Jacques Blanchard Study (cadastral reform) to provide a cost to delineate municipal roads.

Infrastructure

  • Approved the closure of spring road work’s programming: amount spent: $114,562.49 versus budgeted: $124,719.13;
  • Approved the summer road work’s programming: budgeted amount: $84,966.50;
  • Approved $18,000 for emergency road work on Baker Pond Road.

Mayor's Report

  • Entre Cîmes et Racines: Proposal to Lac Long and Simard Road Associations;
  • Eastern Townships Paths: Acceptance of our November 2010 requests;
  • Mayors meeting from the western sector: Bell tower on Mount Gauvin at St-Étienne: cellular telephone project;
  • Subsidy to deputy Mr. Pierre Paradis: $15,000 (vs. $10,000 in 2010);
  • Fiscal Committee: Resumption of work July 20th;
  • Regulation respecting pits and quarries: follow-up;
  • QTM: Pavement on route 245 from July 4th to 31st;
  • Bolton-est High Speed Internet Update: Future meeting with the Mamrot deputy minister, July 11th in Quebec City;
  • Municipal "Lac à l’Èpaule" : Report summary of the meeting held on June 14th at the Spa des Chutes;
  • Heritage Buildings Association: Meeting with Mr. Baylor and Mrs. Ryan on the proposed citation scheduled for Fall.

MRC Report

  • Internet Committee: deposit of a tower’s study in the MRC;
  • Orford File update;
  • Municipality climate: our municipality’s participation;
  • Rural pact: $7,420 subsidy to Bolton-est to hire a telecommunications consultant.

Questions and comments were addressed to council regarding the following topics. This list is not necessarily limited to:

Organizations Support Policy:

  • Mrs. Francine Grenier and Mrs. Claudette Rodrigue requested clarification concerning the municipality’s policies;
  • Mr. Leprise said that the rules are similar for all associations and that the Lac Nick Association carried out fund raisers to fill some specific needs.

Waste Management:

  • Mr. Jean-Guy Laprise requested that garbage collection be done every week for the months of June, July and August;
  • Mrs. Grenier said that vacationers do not recycle;
  • Mr.Gaudreau said that the municipality should provide containers for its citizens.

Fire Services:

  • The Mayor gave an update regarding the fire that occurred at 15 chemin lac Nick.

High Speed Internet

  • Mrs. Rodrigue said that WiMax does not reach Lac Trousers;
  • Mr. Limage requested some clarifications regarding the hiring of a telecommunications consultant.
