HIGHLIGHTS OF THE JULY 7th, 2008 COUNCIL MEETING

The mayor, 5 councillors and 8 citizens were present.

ENVIRONMENT
The program to measure the levels of sludge and scum in septic systems began on June 18, 2008. Under the direction of the Sustainable Development Projects Manager, two employees have visited 149 properties between June 18 and June 30.  Of these, 98 tanks, or 65%, were measured successfully, and 30% of these tanks require emptying. We are still receiving call-backs from the South Bolton sector from residents who have now uncovered their tanks and would like us to return for a second visit. The second sector, the Austin limits, will be completed by July 9, following which we will begin measuring in the Bolton Centre sector. Cooperation by property owners has been excellent.

INFRASTRUCTURE
On Saturday, June 28, the Mayor, two members of the infrastructure committee, and the Director General met with representatives from SERPLAN (The Society for the Roads and Beaches of Lake Nick) in order to discuss the management of the private road network in the Lake Nick domain.

MAIN RESOLUTIONS
A grant was allotted to The Friends of Trouser’s Lake Association for stage 4 of the program of scientific accompaniment to the action plan for improving the quality of water.  The goal of this project is the creation of dossiers per property, which would be an important informational tool for the association, the property owners, and the municipality.

The Municipality accepted, with certain conditions, the offer of service from Aquaberge for the construction and installation of a control structure of galvanized steel, which will restore and maintain the water level, in the amount of $9 626.75.

MAYOR’S REPORT
The municipality received a letter from the postal workers’ union inviting citizens to protest Canada Post’s project to change the door to door mail delivery service. To this end, the municipality recently received a list of addresses on municipal territory which could be affected by this project. The mayor invites citizens to consult this list.

Municipal mayors are now authorized to perform marriage celebrations. However, we remind citizens that this procedure could include delays of up to 2 months.

As of the end of August, “Les Alentours” transportation services will be available to all citizens.  However, reservations must be made at least 24 hours in advance.

QUESTION PERIOD
One citizen requested information regarding the septic system measuring program. The mayor reminds us that the program is required by provincial law. This program will also enable the municipality to create an exact report of our situation in this domain.

One citizen asked that the municipality communicate with the SQ to request an increase in the visibility of police in the sector of Lake Nick.

One citizen enquired into the budgetary provisions for this year so far.  The mayor responded that the current situation matches what was forecast.  In the past, budgetary surpluses have been used to offset the impact on citizens of an increase in property evaluations.

A citizen is concerned with the increase in activity of a gravel pit. The mayor responded that the company’s directors met with the Director General several weeks ago regarding their development project.  A new meeting will be scheduled.

A citizen informed those present that a benefit concert was given by the East Bolton Lyrical Choir on June 23rd. The donations collected totalled $180, and proceeds went to the Mansonville food bank.

The next sitting of council will be at the Townhall in Bolton Centre on Monday August 4th, 2008 starting at 7PM.
