HIGHLIGHTS OF THE JULY 6TH, 2009 COUNCIL MEETING

The Mayor, 5 councillors and 10 citizens were present.

Environment
Mrs. Ginette Breton mentioned that 2 more people have indicated that they are interested in joining the Environmental Advisory Committee. She repeated the invitation to citizens who are interested in joining the committee to send their candidacy applications to the Town Hall.

Infrastructure
The committee met on June 19th to revise its five-year plan. This revision will be submitted to Council for approval.

PRINCIPAL RESOLUTIONS
The council accepted a portion of the modifications to the Comprehensive Development Plan requested by “Entre Cimes et Racines”. A public consultation meeting about this project is scheduled to take place on August 3rd, 2009 at 6:30 p.m. at the Town Hall.
A resolution was adopted to initiate the steps to have the municipality’s name changed to the more unifying “Municipality of Bolton”. This was deemed necessary following an intervention by the Quebec French Language Office, who were contacted after the municipality changed some of the road signs on its territory.

The municipality has decided to participate in the MRC’s undertaking to present a project for providing high speed internet service on its entire territory to the Minister of Regional Affairs within the framework of its Plugged-In Rural Communities Program.

The municipality resolved to return to a call for bids by written invitation for the construction of a recreational shelter in the park on Terrio Road. The outcome of the preceding call for bids proved too expensive; the plans have been modified as a result, namely in terms of the materials to be used.

MAYOR’S REPORT
The municipality has received the results of the analyses of the water samples taken from Trousers Lake from the Environment Minister. The results show a presence of blue-green algae, but in such a low density the Minister does not consider it necessary to intervene.

QUESTION PERIOD
Some citizens from the Bellevue sector complained about the condition of their roads and the inconveniences caused by the heavy rains on July 3rd and 4th. The Mayor was quickly advised of the situation, and all available contractors were contacted to try and reduce the degree of inconvenience. She pointed out that several other roads in the municipality, and many in other neighbouring municipalities, also washed out during the heavy rains. The citizens claim that property owners on the mountain carried out unauthorized drainage and clear-cutting activities which made the flooding worse. The municipality will investigate these allegations.

To a question concerning the installation of civic numbers, the Mayor responded that this practice will eventually be obligatory in all of the local municipalities in our MRC.
The Mayor reminded everyone that 911 is the number to call for a response to any emergency.

The Mayor assured those present that a follow-up of septic installations not in conformity with the current norms will be carried out.
