Special Council Meeting

A Special meeting of the council was held on January 4,2006 to appoint the assistant Secretary Treasurer, Lucy Edwards as interim Secretary Treasurer-Director General. A notice to announce the appointment was sent to English and French newspapers in the area.

Regular Council Meeting

Resolutions were adopted appointing council members to the Environment Committee, the Infra-structure Committee, the Administration Committee, the Committee for Culture and Heritage as well as the Land Use Planning Committee. A notice will be put into the Insight to encourage the community to participate in the working sessions of these committees. A thank you letter will be sent to Sally Crocker for the years of contribution on the Land Use Plan Committee.

At the close of the meeting a question was raised concerning waste management. It was explained that the MRC has adopted a Waste Management Plan for the region. Each municipality must adopt its waste management plan to conform with the MRC plan. Major features of the plan are the reduction of the volume of garbage that is sent to the landfill site in Cowansville and an increase in the recycling program. All options regarding the effective implementation of a plan are under consideration. These include the use of blue containers and limiting the number of bags a household can put out.

Another question concerned the average rate increase in taxes. It was pointed out that there has not been a calculation of the average tax rate increase for property owners in the municipality. At the budget meeting on December 19,2005 the mil rate was set at 55 cents per $100.00 evaluation compared to 79 cents, in an effort to reduce the impact on taxes due to the significant increase in property evaluations.

A question was raised concerning the importance of having an effective communication strategy so that the community would be better informed. It was agreed that a communication strategy is important to everyone. The Council and town hall staff have implemented a number of activities to improve communication and look forward to constructive ideas from the community.

The next regular sitting of council will be at the Townhall in Bolton Centre on February 6, 2006 starting at 7PM.

An invitation for Citizen Participation :

Every January, the law requires that the Municipal Council appoint members of the Council to its committees. At the regular public sitting of Council held January 9,2006, the following Committees were established ;

The Environment Committee : Councillor :
  Ginette Breton

This committee will develop a strategy and an action plan in a numbe of areas. These include ; waste management and recycling, forestry management, gravel pits, septic systems and the monitoring of the water quality in our rivers, lakes and streams.



The Infrastructure Committee : Councillors :
  Charles Laurin
Pam Galvin
Billy Woodard

Roads, fire protection plans, the plan for the protection of public security, transportation, parks and the Bolton Corridor are some of the files that this committee will be responsible for.


The Committee on Heritage, Culture and Leisure : Councillors :
  Ginette Breton
Bruno Beaureguard

The areas of responsibility of this committee include ; embelishment, historic sites, arts and cultural activities as well as recreation and leisure programs such as children`s activities and programs for seniors.


The Administration Committee : Councillors :
  Bruno Beauregard
Pamela Galvin
Charles Laurin
Roger Gagné

The administration committee is responsible for human resources, grant proposals, communication and over all management.


The Land Use Planning Committee : Councillor :
  Billy Woodward

The advisory committee on land use planning is convened by law and its membership is constituted by council resolution. They include; Carolyn Bovi, Jean-Guy Laprise, James Eby and Howard Kates.


Citizens are invited to participate in the working sessions of one or even all of these committees.
