HIGHLIGHTS
JANUARY 10TH, 2011 REGULAR COUNCIL MEETING

The mayor, 3 councillors and 8 citizens were present.

The council has:

Administration

• Awarded the janitorial service contract, for Town Hall, to the company La Perle Rare of Bolton-Est, in the amount of $ 745.83 monthly;
  
• Accepted the tender for the upgrade of our computer system to Saphir Informatique: for the amount of $ 9 614.00 plus taxes;
  
• Authorized the Building Inspector to take a course given by the COMBEQ;
  
• Appointed Mr. Rudy Giordano as deputy Mayor as well as representative to the RCM from January to July 2011 session;
  
• Nomination of the 2011 Taxation Committee: The Director General, Mr. André Gervais and Jean-Guy Laprise and councillors Rudy Giordano and Pierre Piché;
  
• Nomination of the 2011 the Administration Committee members: all members of the board.

Environment / Land Use Planning

• Submitted its application to the IGA Municipal Fund Echo, which can provide up to 90% of the cost of purchasing bins for waste materials;
  
• A notice of motion was given to amend the regulations constituting the Environment Advisory Committee;
  
• Nomination of the 2011 Land Use Advisory Committee (CCU): Councillors Rudy Giordano and Pierre Piché, André Gervais,Howard Kates, Jean-Guy Laprise and Gilles Théorêt assisted by the Building Inspector Pierre Gagné.

Culture and Heritage

• Nominated for the year 2011 the Cultural Committee: Councillor Ginette Breton, Mrs. Michèle Bernier, Liette Laperriere-Darveau and Lise Fontaine, Mr. Charles Laurin and Councillor Roger Gagné.

Infrastructure

• Nomination of the 2011 Infrastructure Committee: Councillors Rudy Giordano, Pierre Piché, Roger Gagné and Jonathan Prest assisted by Roads Inspector Pierre Plante;
  
• We will be asking for tenders for the maintenance of our roads. Tenders are for the purchase of different types of gravel, calcium for dust control and street sweeping services;
  
• A notice of motion was given for a proposed By-Law No. 237-2011 entitled street and/or roads construction;
  
• Approved the Winter schedule for road works

Public Security

• Nominated for the year 2011, the following members to the Public Security Committee: Mayor Royal Dupuis, Councillor Pierre Piché, the Director General and Ms. Lilian Paige-Gagnon.

Mayor's Report

• Read the letter from the Minister Laurent Lessard: regarding the law on municipal ethics coming into effect and our obligations regarding the contract management policy;
  
• High Speed Internet: A meeting with the MAMROT is scheduled to plan the next project with WiMax XIT Telecom;
  
• Regional Table of the Missisquoi Watershed North: A planning meeting was held in Eastman on December 17 with the municipalities and the environmental groups involved;
  
• Mayors of Western Sector met on December 9th: Discussed topics: proposed to restart the development of the Missisquoi committee, must adopt common policies, etc.;
  
• Projet de citation in South Bolton: A meeting was held with Mr. George Baylor and Councillor Ginette Breton on the planning of this project.

RCM's Report

• Mont Orford: Development of a proposal.

Two question periods:

• Many questions concerning the purchase of bins: relevance, advantages or disadvantages depending on their different uses as well as by sectors;
  
• Convoys on 243 and 245. The Mayor explains that a case file must be developed. Further, an analysis on the impact of heavy truck circulation (convoys) on the development of the Missisquoi Valley is required.
