Highlights

Lucy Edwards was appointed, by resolution, to the permanent position of Director General-Urbanist. The Council mandated Lucy to recruit potential candidates for the position of Building Inspector-Assistant Secretary Treasurer. It is anticipated that a recommendation to hire a full time employee will be presented at the March meeting.

The Environment Committee held its first meeting in January and has begun to review the various files and assign responsibilities to its members. The Infrastructure Committee will meet in February to set its agenda for 2006. One of the items under review is the request from citizens of Mine Rd. to municipalize the road. On the question of roads, it was pointed out that a work schedule needs to be in place to ensure that work on municipal roads will be carried out in a systematic and effective manner. In particular, Cameron Rd. in South Bolton requires repair and improvement.

Several people were in attendance at the meeting and there was considerable discussion regarding the school taxes. The Mayor proposed that a meeting be organized to explore a strategy to lobby the Quebec Government to reduce the school taxes. A group of citizens in the Township of Stanstead have organized to address the school tax issue. It was suggested that representatives from this group be invited to meet with citizens from our Municipality.

It was pointed out that in the next Insight, a note of clarification should be included regarding the emptying of septic systems. The Municipality has requested that property owners advise the town hall of the type and location of their system. This information has been entered into a data bank. At this time, the Municipality is not involved in the regular emptying of septic tanks. This is a file that the Environment Committee will review.

There was a concern raised about the water level of Long Pond. It was also suggested that an action plan be put into place to prevent beavers from constructing dams in the municipality. Another point concerned the need to construct a fence along the property line of the park on Terrio rd..The issue of membership to the regional library association was again tabled. It was pointed out that, at this time, the Library Committee has not expressed an interest to join the regional association. The potential to do so in the future and the cost to the municipality will be investigated.

The next regular sitting of council will be at the Townhall in Bolton Centre on March 6, 2006 starting at 7PM.
