HIGHLIGHTS OF THE FEBRUARY 2ND, 2009 COUNCIL MEETING

The mayor, 6 councillors and 10 citizens were present.

ADMINISTRATION
The Ministry of Natural Resources and Fauna has advised us that the work to re-survey the territory of the municipality will begin during the course of the 2009 fiscal year. Property owners will be invited to collaborate during the process of cadastral revision, by participating in consultation forums for property-owners and by verifying that their property is represented in the new cadastral plan. The Ministry will advise each property owner by mail, and the Municipality will advise its citizens via the municipal bulletin. 

The Quebec Toponymy Commission has approved the name “Boltonnois/Boltonnoise” as the French version of “East Boltononers”. The two versions now appear in the official register as well as on the Commission’s website.

Following the agreement signed between the municipality and Axion Cable, work to modernize the existing network in order to furnish the Town Hall with high-speed internet service is underway. If all goes well, the service should be available as of February 14th, 2009.

PRINCIPAL RESOLUTIONS
Mr. Pierre Piché was named member of the Planning Advisory Committee for 2009.
The Municipality of East Bolton will make a request to the Justice Minister to have the mayor, Joan Westland Eby, designated as an Official competent to perform marriage and civil union ceremonies on the territory of the municipality.

The council gave its support for a request to be made to the Eastern Townships Regional Tourist Association to create a tourism kiosk which would contain information on the activities and businesses in our municipality. This kiosk would be part of a government program of Tourist Information Relays (R.I.T.’s), which includes an internet site.

MAYOR’S REPORT
The mayor gave an update regarding a meeting of the members of council with Mr. Henri Laban, who was responsible for the creation of the farmer’s market in Knowlton. This step was taken because of the council’s desire to offer the same service to the citizens of East Bolton.

QUESTION PERIOD
One citizen informed the assembly that Axion Cable, as high-speed internet access provider, will communicate with citizens who live near the Town Hall this week to explain their services and requirements.

One citizen commented on the tourist information relay.

It was mentioned that the council meeting usually follows too closely after the tax bills are mailed, which doesn’t allow citizens enough time to react. It was responded that the obligation to hold council meetings on fixed dates often causes this type of situation.


Citizens who were upset by the increase in their property values, which gave rise to an increase in their property taxes, wish to know the criteria used to evaluate their properties. A meeting with Mr. Jean-Pierre Cadrin, the MRC’s evaluator, will be organized and citizens will be informed of the date of this meeting.
Some citizens felt that they were not fully informed regarding the content of their tax bills. On each tax bill, there is a detailed explanation of the account. The municipality also sent out its bulletin at the same time, which also contained helpful information, such as the budget breakdown. This is also available on the municipality’s website. For more specific inquiries, citizens are invited to contact the Town Hall.

There were some complaints regarding garbage pick-up. One citizen wanted a clarification on this subject.
