SPECIAL PUBLIC CONSULTATION MEETING
Before the regular meeting of council, a public consultation meeting was held on “Entre Cimes et Racine’s” request to modify the Comprehensive Development Plan. The Director General outlined the requests and their effects, and answered citizens’ questions. A petition is available at the Town Hall until August 15th for citizens who would like to voice their disagreement with the changes requested.
REGULAR MEETING
Environment
Ginette Breton read the report of the septic system measuring program. Close to half of the work is complete, and many people whose tanks were not accessible will be contacted for appointments in August.
Concerning the Eastman Eco Centre project: the project has been subject to a moratorium, which will continue until December 2009, due to disagreement between the partner municipalities, legal concerns, and the future construction of a new waste management site in the area which may negatively impact the use of a local Eco Centre. Notwithstanding, the partner municipalities reiterated their support for the project. In the meantime, some temporary solutions may be tried in East Bolton, such as a mobile Eco Centre.
Infrastructure
The committee went to Bellevue Road on July 8th to meet with citizens and try to better understand the situation described at the July 6th council meeting following the flooding on July 3rd and 4th. The committee’s opinion is that the problem is very complex, and recommends that the projected repair work be analysed by expert consultants before being carried out, to estimate its impact.
PRINCIPAL RESOLUTIONS
The photos from the “History in Images” project will soon be available on the Municipality’s website. Historical information plaques will also be seen in the next few weeks in front of certain buildings in the municipality.
The Municipality, via its legal counsel, is sending demand letters to two citizens for the breach of municipal bylaws; one for a septic installation, the other for the construction of a building without a permit.
The winter roads maintenance contract will soon be up for bids. The Municipality has decided to use a weighted system to evaluate the bids received. The main effect of this approach is that the lowest bidder is not necessarily the one chosen, since quality of service is also taken into account.
MAYOR’S REPORT
The Nautical Safety League is offering water safety courses, which may be of interest to the waterfront property owners associations.
QUESTION PERIOD
One citizen was concerned about the Municipality spending money on its website when he does not have access to high speed internet. The Mayor replied that many citizens do have internet access, and high speed internet is available at the Town Hall.
One citizens requested information on the follow-up to the septic system measuring program, and another mentioned inconsistencies with certain measurements. The Mayor explained the steps involved in the follow-up, and pointed out that the program is still young and requires perfecting.
Some citizens complained about the garbage pick-up service and hope that the new January 2011 contract will be written according to a weighted system which introduces the notion of quality service.
One citizen was concerned about the potential impacts of introducing a new name for chemin des Lacasse. The Mayor replied that these impacts will be analysed before continuing with the process.
