HIGHLIGHTS OF THE AUGUST 4TH, 2008 COUNCIL MEETING
The mayor, 5 councillors and 11 citizens were present.
ENVIRONMENT
The septic system measuring program began June 18th. To date, 494 properties have been visited. Of these, 403 have been measured, and 60 of those require emptying. There are 346 properties remaining.
The mayor will meet with representatives from the Environment Minister on August 26th in order to discuss the dossiers of the municipality.
The Minister of the Environment has transmitted the results of the analyses of the water in Trousers Lake carried out on July 8th. Nothing abnormal was detected. The Minister will repeat the process if more problems are detected.
INFRASTRUCTURE
The Infrastructure committee met with the administrators of SERPLAN, the Society for the Roads and Beach of Lake Nick, on August 1st to discuss whether the municipality would intervene to manage the private roads of the Lake Nick domain; they also visited these roads with the SERPLAN representatives. The committee recommends that the council not take over the management of these roads. Furthermore, the committee will make recommendations on the definition of a tolerance road, and on possible interventions of the municipality on private roads.
ADMINISTRATION
The mayor invites citizens to submit their suggestions and ideas to the municipality for the creation of a logo which will become the municipality’s signature.
The World Cyclo-Tour will pass through our municipality on August 24th.
NORTH MISSISQUOI VALLEY ECO-DEVELOPMENT PROJECT
The water landing sites have been identified, and the process of obtaining authorization from various government bodies has begun. In addition, the outline of the path to link the municipal park with the Sentiers de l’Estrie trails is nearly complete.
PRINCIPAL RESOLUTIONS
The Municipality is lending its support to the Canadian Red Cross’ Auxiliary Role project, and renewing its collaboration with the organization as a public authority in order to meet the humanitarian goals of the 21st century. This agreement particularly signifies that the Red Cross is authorized to intervene in case of a major disaster on municipal territory.
The Municipality has requested that the MTQ integrate a bicycle path into the shoulder of Route Missisquoi during the repaving work in 2009.
A fund of $20 000 was authorized to help pay for repairing the damages to a portion of Mountain Road which was carried away by heavy rains.
QUESTION PERIOD
One citizen asked about the quality of signage planned for the eventual water landings. It was responded that clear signalization is an important aspect of the Missisquoi Valley Development Program, and has been taken into account.
Some citizens from the Bellevue Road sector discussed the problem of waste management in their area. The municipality will meet with these citizens and try to create a strategy for a solution together.
A citizen was concerned by the elevated water levels of the Serpentine River. The Director General explained that jurisdiction in complicated in this area. However, the Municipality is authorized to intervene when water levels pose a threat to municipal roads.
One citizen mentioned the delay in installing the signs on Bellevue Road.
