Our Council Meetings and Commitees

HIGHLIGHTS
APRIL 4TH, 2011 REGULAR COUNCIL MEETING

The Mayor, 6 Councillors and 7 citizens were present.

The Council:

Administration

  • Adopted bylaw number 238-2011 pertaining to the salaries of elected municipal officials;
  • Supported the Le train de mots project against illiteracy and authorized a $500.00 donation;
  • Authorized the Acting Director General to modify the name « Bolton-Est » on various municipal mediums (documents, signage, web site etc…);
  • Authorized an annual payment of $106.85 to the RCM Memphrémagog for a 2nd 911 communication line;
  • Authorized a contribution to the library amounting to two (2) installments of $500.00 for the 2011 calendar year;
  • Approved the protocol with the Memphrémagog RCM regarding the Rural Pact establishing terms relating to the Missisquoi North Valley project. However, the Council must insure that the municipality of Bolton-Est owns the land on which an interpretation kiosk and sidewalk may be built.

Environment / Land Use Planning

  • Authorized Councilor Breton to attend the meeting entitled « Tourisme durable et Art de vivre une réflexion partagée sur notre avenir »;
  • Authorized Environmental Project Manager and Councilor Prest to attend a training program entitled « Protection des rives » du MDDEP;
  • Authorized two (2) minor derogations: Mr. Roger Colas for the construction of a garage located at 8 Impasse Jolicoeur and to Mrs. Diane Poulin for the construction of an agricultural building located at 115 chemin 10e Rang Sud;
  • Required that henceforth, subdivision requests are to be presented to the CCU in order that they make their recommendations to the Council;
  • Authorized a $1,200.00 municipal contribution to the RCM water sampling campaign;
  • Mandated Mr. Serge Côté (SCU) to complete the Lac Long resort zoning analysis;
  • Announced that chemins Pinard, Sanders and Bergeron as well as chemins des Collines and Sommets are now officially recognized as private municipal roads within the territory of Bolton-Est;
  • Adopted bylaw 2011-240 decreeing road construction standards.

Infrastructure

  • Awarded the ditch digging contract to Entreprise Julien Pouliot at $205.00 /hour following the Infrastructure Committee’s recommendation;
  • Accepted and closed the winter programming. Congratulations to Mr. Plante for his excellent work;
  • Authorized the Municipal Roadwork Inspector to commence the Spring programming.

Culture and Heritage

  • Budgeted $250.00 for a poetry event entitled « Je plume de mots et de silence » to be held May 1st at the St-Patrick Church.

Public Security

  • Authorized the purchase of two radios and accessories totaling $2,075.00 plus tax. These radios will help optimize communication.

Mayor's Report

  • HSI : Invitation to Tender has begun;
  • Convoys 243 – 245: meeting with the SQ and media event to follow;
  • Verification report due at the end of April;
  • Light pollution: Article to be placed in the Insight;
  • New internet site: requires photos and writers, etc…;
  • Shale gas: comments on the Sustainable Development Commissioner’s report;
  • New Ethics law – required training for elected officials in 2011;
  • Neighbours’ Day – June 4th : coupled with Green Day;
  • Canada Post – literacy award application deadline June 3rd;
  • Mayors’ Meeting, Thursday April 7th, 2011.

RCM's Report

  • Mr. Giordano replaced the Mayor at the March 16th sitting;
  • Meeting with Mr. Steve Otis from the RCM regarding the changes in the law (article 59, LPTAA);
  • OBVBM : adopted a water plan

Two question periods:

Questions and comments were addressed to council regarding the following topics. This list of questions is not necessarily complete:

  • Mr. Robert Brunet: Congratulations to Mrs. Breton and her committee for the organization of the Sugar Shack activity. Regarding Mrs. Edwards’ health: the Mayor responds.
  • Mr. André Larochelle: mentions that the March Highlights were difficult to consult and that the February Minutes were not available on the internet. Following verification, the minutes were published the day of the sitting. Finances: inquires when the financial statements will be available, Council responds near the end of April. Chemin Public: mentions that due to the road being raised last fall, the road has narrowed. Council responds that public security being a priority, the section of road was repaired due to the fact that this section was subject to flooding.
  • Mr. Limage and Mr. Théorêt: High Speed Internet: Two citizens ask for an update. The Mayor explains that the bid for tenders is open and it is hoped that the service will be available by the end of summer 2011. He also explains that tower placement is not decided as it is the right of the provider to choose tower installation.
  • Mr. André Gervais: Convoys 243-245: suggests circulating a petition. Media event: suggests inviting all Federal Election candidates.
