HIGHLIGHTS OF THE APRIL 6TH, 2010 COUNCIL MEETING

The Mayor, 4 Councillors, and 11 citizens were present

Environment

  • A meeting was held with representatives from the Trousers Lake Association, where they presented the 2009 “Suivi-Eau” (water monitoring) report, a study on sedimentation, and a preliminary report on the levels of phosphorus.
  • CVS hosted a conference by Mr. Charles Weldon on March 25th

Urbanism

  • The Planning Advisory Committee (C.C.U.) has studied the requested zoning changes presented in draft bylaw number 224 and agrees to the proposed changes.
  • The C.C.U. is awaiting a response from the municipal council regarding the following dossiers: fines and penalties, and proposed fees for requests for minor variances.

Culture

  • Vernissage for the History in Images project: preparations are underway for an event on June 17th, 2010.

Principal Resolutions

  • During the absence for medical reasons of the Director General Lucy Edwards, Pierre Gagné is acting assistant Director General and is responsible for the daily management of the municipality.
  • The financial report prepared by Raymond Chabot Grant Thornton for the fiscal year ending December 31st, 2009 was deposed on March 31st, 2010 and accepted.
  • A public consultation meeting concerning draft bylaw 225 will be held Saturday, April 24th, 2010 from 11:00 a.m. to noon at the East Bolton Town Hall.
  • Orford on the Road: We will participate again this year in the concert series presented by Orford on the Road. The first will be held on July 28th, 2010.
  • The municipality joined the Healthy Towns and Villages Network.
  • A resolution was adopted to send to the Justice Minister requesting that the mayor be designated competent to celebrate marriages and civil unions.
  • A policy regarding the use of the internet and electronic communications was adopted for the municipal employees.
  • Bellevue Road: an offer of service in the amount of $11 560.00 was accepted from S.M. Laboratories for topographic and hydrographic analyses as well as ground and other studies.
  • Gravel on municipal roads: We are requesting bids for the purchase and spreading of two types of gravel.
  • Liquid dust suppressant: We are requesting bids for the purchase and spreading of dust suppressant.
  • Ditching: $6 000.00 will be spent on Mountain Road and $5 000.00 on Baker Pond Road.

Mayor’s Report

  • High-speed internet: we will request information from the Municipal Affairs Minister in order to better understand the procedures to follow and the eligibility requirements to obtain the grant. We will arrange another meeting with Dery Telecom.
  • Hydro Québec’s Home Diagnostic Campaign: the project submitted by the municipality was accepted. The campaign begins April 12th and will last for six months.
  • SERPLAN request for funding: Mr. Yvon Plourde has submitted a request for grants for the maintenance of private roads in the Lake Nick domain.
  • Draft Bylaw 225 to change the zoning around Lake Nick and Long Pond: an informal information session took place on March 27th at the Town Hall.
  • The mayor attended a presentation of the project to enlarge and enhance the La Ruche sports complex in Magog. A financial contribution will be considered.
  • Mrs. Gibson’s well in Bolton Centre: a written response has been sent.
  • Information on day camps in Potton, Austin and Eastman are now available at the Town Hall and on the website.
  • Memphremagog Hospital Foundation: Their fundraising campaign will take place from May 1st to the 16th.
  • North Missisquoi: a meeting will be held with the Directors of the Sentiers de l’Estrie about our problematic trail.

Question Period

  • Mr. André Gervais asked if the municipality could pressure the Transport Minister into analysing the possibility of prohibiting all but local carriers on Route 245. The speed at which carriers travel on this route was also mentioned. Council will study the possible avenues with the Transport Minister and the Provincial Police.
  • Mr. Robert Brunet asked questions about the financial report prepared by the firm Raymond Chabot Grant Thornton, mostly concerning the accumulated surplus and the audit in general. Councillor Rudy Giordano provided answers.
  • Mr. Yvon Plourde asked if the municipality could consider giving grants for improving the private roads in Lake Nick. The mayor replied that he is aware of the problems associated with the private roads, but would prefer that people from that sector choose one spokesperson to represent them, and the problems of all private roads in the municipality would need to be taken into consideration.
  • A final question was asked about the hiring of a summer worker to help the road inspector and the type of work he or she would have to do. Councillor Roger Gagné answered that the person hired would finish installing the remaining civic numbers and help Mr. Bird with road work.
