HIGHLIGHTS OF THE APRIL 6TH, 2009 COUNCIL MEETING

The Mayor, 5 councillors and 14 citizens were present.

Heritage and Culture
Mrs. Ginette Breton gave an overview of the committee’s upcoming activities, including a conference with two authors, Francine Ruel and Johanne Seymour, which will take place on April 23rd.

PRINCIPAL RESOLUTIONS
The Municipality will participate in a water-sampling program to monitor the water quality of the North Missisquoi River. Three sampling stations will be put in place along the river, and the municipality will pay for the cost of the study.

The municipality awarded a $3 500 grant to the Trousers Lake Association for its water sampling program, a study of the lake’s capacity for phosphorous, and for an awareness workshop on planting in the shoreline, providing said workshop is open to the public. The municipality also granted $2 666 to the Lake Nick Association for its water protection activities.

$4 000 was allocated for drainage work on Bellevue Road.

MAYOR’S REPORT
Within the framework of the province’s “Plugged-in Rural Communities” program, the feasibility study regarding access to high-speed internet carried out by the CRÉE will be analyzed by the Memphremagog MRC in order to decide whether the MRC will take charge of the file, or whether individual municipalities will request the financing on their own.

OTHER BUSINESS
Councillor Jane Wardle toured the municipality in an attempt to better understand the problem of waste management. Many of the issues may be resolved at the time of renewal of the garbage contract. However, we must remember that all citizens have a responsibility to ensure the resolution of this problem, namely by conforming to the list of materials accepted at the dump site, and by keeping their properties clean. Citizens are also reminded that the Municipality’s web site has detailed information on where to dispose of all types of waste material.

The problem of GPS systems was brought up; these often lead trucks onto secondary roads or even into cul-de-sacs.

QUESTION PERIOD
One citizen suggested that the municipality obtain construction estimates for the Tourist Information Relay before making a decision on whether or not to install one.

One citizen asked about the request to reduce the speed limit on a portion of the 245. The Mayor responded that we have not received an answer yet, but that a meeting with representatives from the Ministry of Transportation is scheduled for next week. One citizen asked that the problem of trucks using the “Jacob” brake on the 245 be added to the discussions with the MTQ.

The Director General responded to questions regarding the financial report.

Some citizens discussed garbage pick-up problems. The contractor will be contacted.

One citizen asked when the Eco-Centre in Eastman will open. The Mayor explained that it will be delayed due to modifications requested by the partner municipalities to the inter-municipal agreement.

A citizen complained about a dog running loose on a neighbouring property. The inspector is advised.

Drainage work will be carried out on Bellevue Road over the next few months, and the limit between East Bolton and Eastman will be better indicated.

The Director General announced that the list of protected wetlands in our MRC will be updated this year.

In response to a comment about the snow-clearing schedule, the Director General explained that the contractor plans his schedule according to the passage of school busses.
