HIGHLIGHTS OF COUNCIL MEETING HELD APRIL 7th, 2008

COMMITTEES

ENVIRONMENT
The committee met on March 7th, 2008. Its main recommendation was to hire a resource person full time at the Municipality to handle the numerous files regarding environment and sustainable development issues, as well as oversee progress by the Environment Minister on such files as the Trousers Lake Camp ground situation.

INFRASTRUCTURE
The committee met with a citizen from Bellevue road, and traveled the length of that road as well as 11th Range in order to discuss improved signage on both. Also, a place was picked out to set up a municipal bulletin board.  Action will be taken as soon as possible.

PLANNING ADVISORY COMMITTEE
The committee met on March 19th.  As well as supporting the steps taken by the municipal inspector in the signage bylaw file, they proposed to further study the bylaws in said domain.

PRINCIPAL RESOLUTIONS
The municipality has named two councillors as representatives to the intermunicipal board for the Eastman Eco-centre, slated to open this summer. The Eco-centre will be available to all citizens of East Bolton. The municipality also resolved to hire a full time resource person for a period of 6 months. This person will be the Sustainable Development Project Director, under which heading fall such files as environment, septic systems, and waste management.

MAYOR’S REPORT
Within the framework of the Trousers Lake Camp ground file, the mayor made an appointment to meet with representatives from the Minister of Environment on April 8th, but the latter party cancelled the meeting. They were to have also discussed the Minister’s plans for activities on our territory.

A proposition has been made to the municipality to buy the church in South Bolton. The cultural committee is studying this proposition. The Mayor reminds us that we must take into account upcoming governmental policies regarding historical buildings, and that there are two other churches on municipal territory in similar situations.

OTHER BUSINESS
Austin fire chief, Mr. Paul Robitaille, has been hired by the municipality for fire prevention, and has already begun his work of inspecting houses on our territory.  Citizens will be contacted to this effect.

QUESTION PERIOD
At the request of one citizen, who wished to know more about developments in high speed internet access, it was responded that we are currently investigating a program called ‘Communautés rurales branchées’, which aims to provide high speed internet to rural areas.  Also concerning tax payments via internet, the Director General confirmed that the file is nearly complete.
One citizen requested a copy of the minutes from the Planning Advisory Committee Meeting, and also commented that the hiring of the Sustainable Development resource person should have been done by opening the job to all candidates. The Mayor responded that that option had been considered, but given the season and current situation, was not viable. In effect, since one employee is already on sick leave for an undetermined period of time, and there is an immediate need of attention to the environmental files, it was most expedient to proceed as we have.

Another citizen approved the decision to move the access ramp for people with reduced mobility to a safer location.

The next sitting of council will be at the Townhall in Bolton Centre on Monday May 5th, 2008 starting at 7PM.
